Amends the Criminal Code of 2012. Provides that any person who assumes the responsibility of managing the financial affairs of an elderly person who is a resident of a facility licensed under the Nursing Home Care Act or person with a disability who is a resident of a facility licensed under the Nursing Home Care Act commits financial exploitation of an elderly person or person with a disability if that person misappropriates the funds of the elderly person or person with a disability and fails to pay for the facility care of the elderly person or person with a disability. Provides that evidence of misappropriating funds and failure to pay for the care of an elderly or disabled person may include proof that the facility has sent to the person who has assumed responsibility of managing the financial affairs of an elderly person or person with a disability, by certified mail with confirmation receipt requested, notification of failure to pay facility care expenses incurred by the elderly person or person with a disability.

Creates the Local Unfunded Mandate Exemption Act. Provides that all units of local government, school districts, and public colleges and universities may, by a majority vote of the governing body, exempt themselves from specified mandates that are unfunded if it is determined that it is not economically feasible to comply with the unfunded mandate. Provides for notice, public hearing, and other requirements in order for a governing body to exempt itself from any mandate. Prohibits exemption from federally required mandates, mandates pertaining to health and public safety, mandates pertaining to civil rights, and instructional mandates for school districts. Provides for appeal procedures by State agencies affected by exempted mandates. Amends the State Mandate Act. Provides that the Department of Commerce and Economic Opportunity shall submit yearly to the Governor and the General Assembly a review and report on mandates remaining in effect at the time of submittal of the report.
Amends the Property Tax Code. Provides that, if all taxpayers of a taxing district owe arrearages of taxes due to an administrative error, the county collector shall send the taxpayers, by first class mail (instead of certified mail), a notice that the arrearages of taxes are owed by the taxpayers. Provides that a copy of the notice shall also be placed on the county's website.
Amends the Illinois Income Tax Act. Creates an income tax checkoff to allow taxpayers to make contributions to Special Olympics Illinois and Special Children's Charities. Effective immediately.
Amends the Children and Family Services Act and the Abused and Neglected Child Reporting Act. Adds the following instances in which the Department of Children and Family Services shall be deemed a child's legally authorized representative: (i) for purposes of consenting to emergency medical treatment for the child if the treatment itself does not involve a substantial risk of harm to the child, the failure to render such treatment will likely result in death or permanent harm to the child, and there is not time to apply for a court order under the Juvenile Court Act of 1987; and (ii) for purposes of consenting to an initial health screening for the child within 24 hours after the child is taken into temporary protective custody, or to any ordinary and routine care for the child that may be necessary and appropriate.
Amends the Notice By Publication Act. Provides that whenever an officer of a court, unit of local government, or school district is required by law to provide notice by publication in a newspaper, it is sufficient to publish, in lieu of the entire text of the notice, the following information: (1) a citation to the statutory basis for the requirement that the notice be published; and (2) the Internet website where the full text of the notice may be found. Effective immediately.
Amends the Public Corruption Profit Forfeiture Act. Provides that any person who pleads guilty to, or is found guilty of, any felony relating to, arising out of, or in connection with his or her service as an elected official of this State shall forfeit all contributions held by political committees controlled by him or her to the General Revenue Fund of the State (currently, this forfeiture applies only to convictions for extortion, receiving the proceeds of extortion, bribery, and kickbacks). Effective immediately.
Amends the Property Tax Code. Provides that a Division of the Code concerning wind energy property assessment also applies to solar energy devices. Effective immediately.
Creates the Baccalaureate Degree Pilot Program Act. Establishes the Baccalaureate Degree Pilot Program, to be implemented and administered by the Board of Higher Education, in conjunction with the State Board of Education and the Illinois Community College Board, with the goal of creating a model of articulation and coordination among grade K-12 schools, community colleges, and public universities that will allow students to earn a baccalaureate degree for a total cost not exceeding $10,000, including textbooks. Provides that the Board of Higher Education, in conjunction with the State Board of Education and the Illinois Community College Board, shall determine which public universities, public community colleges, and school districts are to participate in the pilot program (in 3 areas of this State). Requires the universities, community colleges, and school districts participating in the pilot program to coordinate their efforts to expedite the progress of participating students from high school to community college to university to earn their baccalaureate degrees for a total cost not exceeding $10,000, including textbooks. Sets forth the components of the pilot program.
Amends the Township Code. Provides that all townships within a coterminous, or substantially coterminous, municipality may be consolidated.
