CD CORR-PAROLE&MSR-RESIDENCE

Amends the Unified Code of Corrections. Provides that as a condition of parole or mandatory supervised release, a person placed on parole or mandatory supervised release must reside within the county where the subject resided immediately prior to his or her commitment to the Department of Corrections. Provides that upon release of a person on parole or mandatory supervised release, the Department of Corrections shall release the person only to an address located in the county where the subject resided immediately prior to his or her commitment to the Department.

BANKING-REGULATION

Amends the Division of Banking Act. Authorizes the Secretary of Financial and Professional Regulation to establish a Commercial Bank Regulatory Section and a Savings Bank Regulatory Section within the Division. Amends the State Finance Act. Changes the name of the Savings and Residential Finance Regulatory Fund to the Residential Finance Regulatory Fund. Provides for expenditures from the Savings Institution Regulatory Fund and the Residential Finance Regulatory Fund related to the disposition of unclaimed property. Amends the Savings Bank Act. Provides that the Secretary may charter mutual and stock holding companies in connection with a mutual savings bank reorganization. Establishes the effect of the repeal of the Illinois Savings and Loan Act of 1985, including the regulation of entities formerly under the Illinois Savings and Loan Act as savings banks under the Savings Bank Act. Changes references from "member or shareholder" to "customer". Changes references from "Commissioner" to "Secretary". Makes changes to provisions concerning articles of incorporation, proxies, directors, access to books and records, regulations, investment in loans, loans to one borrower, mergers, conversion of an existing depository institution to a savings bank, powers of the Secretary, regulatory fees, and disclosure of reports of examinations and confidential supervisory information. Repeals the Illinois Savings and Loan Act of 1985. Makes other changes. Effective immediately.

MUNI CD-TIF-MACHESNEY

Amends the Illinois Municipal Code. Creates a tax increment allocation financing extension for an ordinance adopted on February 11, 1991 by the Village of Machesney Park. Provides that any actions taken in reliance on the continuation of the redevelopment project set forth in such ordinance prior to the effective date of this amendatory Act of the 98th General Assembly are deemed valid. Effective immediately.

GOLD STAR PLATES

Amends the Illinois Vehicle Code. Provides that the Secretary of State may issue Gold Star license plates to the surviving daughter or son of a Gold Star recipient.

HEARING INSTRUMENTS-PROTECTION

Amends the Hearing Instrument Consumer Protection Act. Replaces the term "hearing-impaired" with "deaf or hard of hearing" throughout the Act. Provides that a business organization, before dispensing a hearing instrument, shall inform the prospective user of the hearing instrument that an earmold impression taken by a licensed hearing instrument dispenser or licensed audiologist (rather than an earmold impression taken only by a licensed hearing instrument dispenser) is needed for proper fitting. Adds certification by the National Board for Certification in Hearing Instrument Sciences and has been actively practicing for a minimum of 5 years to the list of criteria for license reciprocity. Makes changes to the application qualifications under the Act; provides that an applicant shall hold an associate's degree or its equivalent from an accredited institution of higher education that is recognized by the U.S. Department of Education or meets the U.S. Department of Education equivalency as determined through a National Association of Credential Evaluation Services member, and that the applicant is required to obtain a license within 12 months after passing either the written or practical examination, whichever is passed first (rather than both). Provides that a trainee license expires 12 months from the date of issue (rather than 6 months from the date of issue).

PROP TX-COMMERCIAL PROPERTY

Amends the Property Tax Code. Creates an abatement for property that (i) is used exclusively for commercial or industrial purposes and (ii) has been rebuilt following a natural disaster occurring in taxable year 2013 or any taxable year thereafter. Effective immediately.

IFA-FIRE TRUCK LOANS

Amends the Illinois Finance Authority Act. Provides that loans for the purchase of fire trucks or brush trucks may not exceed $350,000 (now, $250,000) to any fire department or fire protection district. Effective immediately.
