Creates the Residential Tenants' Right to Repair Act. Provides that, if a repair is required under a residential lease agreement or required under a law, rule, or ordinance and the reasonable cost of the repair does not exceed the lesser of $500 or one-half of the monthly rent, the tenant may notify the landlord in writing of the tenant's intention to have the repair made at the landlord's expense. Provides that, if the landlord fails to make the repair within 14 days or more promptly in an emergency the tenant may have the repair made and, after submitting a paid bill to the landlord, deduct from his or her rent the amount of the bill, subject to specified limitations. Sets forth exceptions and provisions concerning mechanics lien laws. Provides that a home rule unit may not regulate residential lease agreements in a manner that diminishes the rights of tenants under the Act.

Amends the School Code. Creates a K-3 class size reduction grant program to be implemented and administered by the State Board of Education. Provides that only those schools that are on the early academic warning list or academic watch list and that maintain grades K-3 are grant eligible. Limits use of the grant funds to operating and maintaining classes in grades K-3 with a class size of no more than 20 pupils. Effective immediately.
Mourns the death of Gloria Faye Williams Jennings.
Amends the School Code. Makes a technical change in a Section concerning the State aid formula.
Creates the Childhood Lead Poisoning Reduction Act. Establishes a Lead Poisoning Prevention Commission. Defines the requirements for lead-free and lead-safe property status. Provides that the owner of an affected property may request that the Department of Public Health inspect an affected property to determine whether it complies with the requirements for lead-free and lead-safe property. Provides that a contractor or supervisor performing lead hazard reduction activities shall be accredited by the Director of Public Health. Establishes immunity from civil liability to a person at risk for an affected property owner who complies with the lead-free or lead-safe standards and offers to pay medical expenses, relocation costs, and attorney's fees. Provides that civil remedies and criminal penalties shall be enforced against any owner of an affected property who fails to comply. Prohibits retaliatory evictions. Provides for the creation of educational programs designed to inform the public of the problem of lead poisoning and its prevention. Requires the Director of Public Health to establish a program for early identification of persons at risk. Creates a private right to injunctive relief.
Amends the Circuit Courts Act. Makes a technical change in a Section concerning court business.
Amends the Federally Subsidized Housing Preservation Act. Changes the short title to the Federally Assisted Housing Preservation Act, and replaces references to "subsidized housing" with references to "assisted housing". Requires the owner of an assisted housing development to give 12 (instead of 6) months notice of the owner's intent to sell or otherwise dispose of the assisted housing; also requires notice of the owner's intent to complete prepayment or complete termination of the development's participation in a federal subsidy program or termination of the development's affordability restrictions. Provides for representation of a tenant association by a not-for-profit corporation or private purchaser. Requires that the owner offer the property for sale to a tenant association within 60 days after the association has complied with the requirements of the Act concerning notice to the owner. Requires that a tenant association notify the owner of its intent to purchase the property within 90 (instead of 30) days after receiving the owner's offer of sale. Effective immediately.
Amends the Community Senior Services and Resources Act. Authorizes the Director of Aging to accept monetary bequests and gifts for deposit into the Community Senior Services and Resources Fund. Directs the Department on Aging, in conjunction with the Community Senior Services and Resource Center Advisory Committee, to design an awareness campaign that can be implemented by senior services and resource centers at their individual expense. Effective immediately.
Amends the Department of Human Services Act. Deletes a provision that includes beginning and ending dates for the operation of a Great START (Strategy to Attract and Retain Teachers) program. Deletes provisions (i) requiring a working committee of the Child and Development Advisory Council of the Department of Human Services to make certain recommendations concerning the Great START program by October 1, 2000 and (ii) requiring the Department to evaluate the Great START program, gather data on the program, and submit a report to the General Assembly by December 31, 2002. Effective immediately.
Amends the Affordable Housing Planning and Appeal Act. Makes changes in the definitions of "low-income housing" and "moderate-income housing". Changes dates in provisions concerning the Illinois Housing Development Authority's determination of exempt local governments, affordable housing plans, and appeals to the State Housing Appeals Board. Effective immediately.
