Amends the Illinois Municipal Code. Authorizes a municipality carrying out a business district development or redevelopment plan to impose a tax on the retail sale of tangible personal property and the sale or charge for a sleeping room, not to exceed 1% of the selling price of the tangible personal property or the charge for the sleeping room and only to be imposed in 0.25% increments. Requires a municipality imposing these taxes to follow certain additional procedures in applying for designation as a business district and approval of a business district development or redevelopment plan. Requires that the revenue generated by the tax be deposited into the municipality's Business District Tax Allocation Fund. Authorizes a municipality to issue obligations in one or more series bearing interest at rates determined by the corporate authorities of the municipality by ordinance and secured by the Business District Tax Allocation Fund. Requires the ordinance (i) to pledge any amounts in and to be deposited into the Business District Tax Allocation Fund for the payment of business district costs and obligations and (ii) to contain certain recitals. Authorizes the public or private sale of the obligations and the issuance of obligations to refunded previously issued obligations. Upon payment of all business district costs, requires all surplus funds to be deposited into the general corporate fund. Requires the corporate authorities of the municipality to adopt an ordinance immediately rescinding the tax when all business district costs and obligations have been paid. Effective immediately.

Creates the Prisoner Census Adjustment Act. For purposes of creating election districts and redistricting, requires that State and local governmental bodies use census figures adjusted to reflect the pre-incarceration addresses of persons imprisoned in State or federal facilities in Illinois. Requires the Secretary of State to make the adjustments based upon information reported by State and local governmental entities that operate or place persons in facilities. Imposes the requirements beginning after the next federal decennial census.
Creates the Lead Poisoning Prevention Act of 2003 and amends various Acts. Establishes a Lead Poisoning Prevention Coordinating Council and a Lead Poisoning Prevention Commission. Defines the criteria for lead-free and lead safe property status. Provides for the inspection of properties affected by lead poisoning, as well as for the accreditation of inspectors and contractors. Provides for the registration of affected properties. Establishes immunity from civil liability to a person at risk for an affected property owner who complies with the lead-free or lead-safe standards and offers to pay medical expenses, relocation costs, and attorney's fees. Requires insurers to extend liability coverage to rental property owners for losses or damages caused by exposure to lead-based paint. Provides for a tax credit to persons or entities hiring accredited contractors to perform the required removal of lead-based paint hazards or other statutorily required repairs. Establishes a Lead-Removal Inspectors Accreditation Fund to hold fees for the registration of persons performing lead hazard abatement or inspections. Establishes a Lead Poisoning-Affected Properties Registration Fund to hold fees for the registration of affected properties. Establishes a Lead-Safe and Lead-Free Property Revolving Loan Fund for a revolving loan program to bring affected areas into compliance. Provides for criminal and civil enforcement of the Act. Creates a private right to injunctive relief. Prohibits retaliatory evictions. Provides for the creation of educational programs designed to inform the public of the problem of lead poisoning and its prevention. Requires the Director of Public Health to establish a program for early identification of persons at risk. Repeals the Lead Poisoning Prevention Act. Effective immediately.
Amends the Illinois Public Aid Code. Provides that the Department shall not impose requirements for prior approval based on a preferred drug list for any short-acting beta agonists used as rescue therapy in the treatment of life-threatening conditions due to acute bronchospasm in patients with reversible obstructive airway disease that results from asthma, chronic obstructive pulmonary disease or emphysema.
Amends the Illinois Procurement Code. Makes a technical change in a Section concerning energy conservation.
Amends the Chicago Park District Working Cash Fund Act. Contains only a Section heading.
Creates the as the Local Government Taxpayer's Relief Act. Provides that no person may bid, transact, continue to perform, or have any interest in contracts or agreements let or issued by a unit of local government or school district if that person has filed a civil lawsuit naming that unit of local government or school district as a defendant unless approved by the executive and a super-majority of the legislative branch of the unit of local government. Applies to contracts entered into before, on, and after the effective date. Exempts certain contracts between employers and employees. Preempts home rule powers. Effective immediately.
Amends the School Code. Creates the Professional Teacher Standards Board consisting of 11 members appointed by the Governor to administer the Article of the School Code governing the certification of teachers and other certificated school personnel and the approval of teacher and administrator preparation programs. Gives the Professional Teacher Standards Board all powers and duties currently exercised by the State Board of Education and the State Teacher Certification Board with respect to administration of the certification and program approval process, and abolishes the State Teacher Certification Board. Authorizes the Professional Teacher Standards Board to employ an Executive Director and such other staff members as are necessary to exercise its powers and duties and carry out its functions. Provides that a Standard Certificate may be renewed based on proof of professional development (instead of on proof of continuing education or professional development). Makes other changes. Effective July 1, 2003.
