Amends various Acts to abolish the death penalty. Provides that on or after the effective date of this amendatory Act no person may be executed. Requires resentencing of those already sentenced to death. Effective immediately.
Amends the Barber, Cosmetology, Esthetics, and Nail Technology Act of 1985. Provides that nothing in the Act shall be construed to apply to persons braiding hair using techniques and methods that originated in Africa. Removes braiding from the definition of the practice of cosmetology. Effective immediately.
Names June 10, 2004 through June 17, 2004 as Nursing Assistants' Week 2004 in the State of Illinois.
Amends the Property Tax Code. Provides that, notwithstanding any other provision of the Code, if a school district adopts, in a fiscal year, an additional or supplemental budget as a result of the voters in the school district having voted in favor of an increase in the annual tax rate for educational or operations and maintenance purposes or both at an election held after the adoption of the annual school budget adopted in that fiscal year, the county clerk shall include, in the extension of taxes made during that fiscal year, the extension of taxes for the supplemental or additional budget adopted by the school district.
Amends the Public Utilities Act to establish standards for production of electricity through renewable energy resources. Requires electric utilities and alternative retail electric suppliers to supply to Illinois customers electricity produced from renewable energy resources on an increasing scale beginning at 2% in 2005 and rising to 15% in 2020 and each year thereafter. Provides for enforcement by the Illinois Commerce Commission. Effective immediately.
Creates the as the Local Government Taxpayer's Relief Act. Provides that no person may bid, transact, continue to perform, or have any interest in contracts or agreements let or issued by a unit of local government or school district if that person has filed a civil lawsuit naming that unit of local government or school district as a defendant unless approved by the executive and a super-majority of the legislative branch of the unit of local government. Applies to contracts entered into before, on, and after the effective date. Exempts certain contracts between employers and employees. Preempts home rule powers.
Amends the School Code. Increases the compulsory school age from 16 to 18 years of age (unless the child has already graduated from high school). Makes related changes. Effective July 1, 2003.
Amends the Clerk of Courts Act. Provides that the fees for petitions to vacate or modify a judgment in counties with a population over 500,000 also apply to petitions to reconsider a judgment.
Amends the Illinois Mortgage Insurance Fund Act. Makes a technical change to a Section concerning homeless persons.
