Creates the Substance Abuse and Crime Prevention Act. Amends the Illinois Controlled Substances Act and the Methamphetamine Control and Community Protection Act. Provides that any person convicted of a nonviolent drug possession offense shall receive probation; includes certain exceptions. Provides that as a condition of probation, the court shall require participation in and completion of an appropriate drug treatment program. Provides that the court may also impose as a condition of probation participation in vocational training, family counseling, literacy training, or community service, or a combination of those conditions. Provides that a court may not impose incarceration as an additional condition of probation. Provides that in addition to any fine assessed under other provisions of law, the trial judge may require any person convicted of a nonviolent drug possession offense who is reasonably able to do so to contribute to the cost of his or her own placement in a drug treatment program.

Amends the Illinois Income Tax Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois Income Tax Act. Removes language providing that the tax credit for affordable housing donations sunsets on December 31, 2011. Provides that the credit is exempt from the Act's automatic sunset provision. Amends the Illinois Housing Development Act to provide that the definition of "affordable housing project" includes projects involving the purchase of foreclosed single-family and multi-family properties. Effective immediately.
Amends the Unified Code of Corrections. Makes a technical change in a Section concerning the organization of the Department of Corrections and the Department of Juvenile Justice.
Amends the Cemetery Care Act. Makes a technical change in a Section relating to the powers and duties of cemetery authorities.
Amends the Criminal Code of 1961. Makes a technical change in a Section concerning the unlawful sale of public conveyance travel tickets to a minor.
Amends the Governmental Account Audit Act. Makes a technical change in a Section concerning reports to the Comptroller.
Amends the Health Care Justice Act. Changes the short title to the Health Care Justice Implementation Act of 2010. Provides that the mission goals of the Health Care Justice Implementation Task Force are to monitor the implementation of the federal health care reforms and make recommendations, to report regarding additional reforms needed to ensure affordable health care, and to assess current programs. Contains provisions concerning reports, public hearings, and research assessments. Effective July 1, 2010.
