Amends the Unified Code of Corrections. Provides that the Director of Corrections may not award good conduct credit for meritorious service to an inmate unless either: (1) the inmate has served a minimum of 60 days of the sentence in a secure county corrections facility or Illinois Department of Corrections facility or in both such facilities; or (2) the Director in his or her discretion determines that an award of good conduct credit for meritorious service which would permit release in advance of an inmate having served 60 days of the sentence in a secure county corrections facility or Illinois Department of Corrections facility or in both such facilities will further correctional goals without appreciably or predictably increasing risk to public safety, and would be consistent with best practices and the purposes of the Code. Establishes criteria for which an inmate may be awarded good conduct credit for meritorious service or for participation full-time in substance abuse programs, correctional industry assignments, or educational programs or for passing the GED test while incarcerated.
Amends the Bingo License and Tax Act. Provides that no person or organization shall conduct a remote caller bingo game without a remote caller bingo license issued from the Department of Revenue. Sets forth certain restrictions on the conducting of a remote caller bingo game. Sets forth provisions concerning costs, fees, prizes, and proceeds. Defines "remote caller bingo game".
Amends the Illinois Insurance Code. Makes a technical change in a Section concerning the short title.
Creates the Illinois Oil Independence Act. Creates the Illinois Oil Independence Commission. Sets forth the membership and terms of members of the Commission. Provides that the Commission shall develop a plan to reduce Illinois's dependence on oil. Provides that the Commission shall report to General Assembly by February 1, 2013 with recommendations for short-term and mid-term policies needed to achieve the overall reductions in oil use.
Urges the President to take emergency action to ensure water levels do not fall below a level needed by commercial navigation on the Mississippi River and to direct the Army Corps of Engineers to avert potential economic disaster on this vital avenue. Urges the Army Corps of Engineers to expedite and fully implement alternative emergency measures to remedy this situation and to deviate from planned operations outlined in the Missouri River Master Water Control Manual and exercise its authority to address situations when appropriate.
Amends the Criminal Identification Act, the Criminal Code of 1961, the Cannabis Control Act, the Illinois Controlled Substances Act, the Methamphetamine Control and Community Protection Act, and the Unified Code of Corrections. Creates Offender Initiative Probation. Provides that whenever any person who has not previously been convicted of, or placed on probation or conditional discharge for, any felony offense, other than a violent offense, under the laws of this State, the laws of any other state, or the laws of the United States, pleads guilty to, or is found guilty of, a probationable felony offense of theft, retail theft, forgery, possession of a stolen motor vehicle, burglary, possession of burglary tools, possession of cannabis, possession of a controlled substance, or possession of methamphetamine, the court, with the consent of both the defendant and the State's Attorney, may, without entering a judgment, sentence the defendant to probation. Establishes the terms and conditions of the probation. Provides that upon fulfillment of the terms and conditions of probation, the court shall discharge the person and dismiss the proceedings against the person. Provides that upon violation of a term or condition of probation, the court may enter a judgment on its original finding of guilt and proceed as otherwise provided by law.
Amends the Criminal Identification Act and the Unified Code of Corrections. Provides that the Prisoner Review Board, upon a petition by a person who has been convicted of a Class 3 or 4 felony and who meets other eligibility requirements, shall hear by a panel of at least 3 members and, with the unanimous vote of 3 members, issue a certificate of eligibility recommending that the court order the sealing of all official records of the arresting authority, the circuit court clerk, and the Department of State Police concerning the arrest and conviction of the person for the Class 3 or 4 felony. Excludes from eligibility persons convicted of violent crimes, sex offenses, or DUI.
