Amends the Cook County Forest Preserve District Act. Makes a technical change in a Section concerning the application of the Act.

Makes appropriations to the Office of the State Appellate Defender for its ordinary and contingent expenses and other specified purposes. Effective July 1, 2009.
Amends the Clerks of Courts Act. Provides that in counties with a population of 3,000,000 or more inhabitants, amounts authorized for fees are increased for: filing a complaint, jury demand, appearance, garnishment, or wage deduction; a mailing, certified copy, certification, or record search; probate cases; criminal and quasi-criminal cases; tax deeds; and other matters. Makes other changes.
Amends the New Markets Development Program Act. Increases the annual cap on credits from $10,000,000 to $40,000,000. Effective July 1, 2010.
Amends the Property Tax Code. Provides that, with respect to certificates of error issued on and after the effective date of the amendatory Act that are presented to the circuit court, interest shall be paid from 60 days after the certificate of error is adjudicated by the circuit court (instead of 60 days after the certificate of error is issued). Effective immediately.
Amends the Property Tax Code. In a Section concerning interest paid on refunds for sales in error, provides that the interest shall not exceed the full amount of delinquent taxes, general taxes, special taxes, special assessments, interest, penalties, and costs as are included in the judgment and order of sale. Provides that the interest shall be simple interest calculated based on the principal amount of the refund. Effective immediately.
Amends the Illinois Horse Racing Act of 1975. Makes a technical change in a Section concerning the short title.
Amends the Housing Affordability Impact Note Act. Changes the short title of the Act to the Housing Sustainability Impact Note Act. Requires bill notes if housing sustainability is affected. Effective immediately.
Amends the Property Tax Code. Makes a technical change in a Section concerning the definition of "33 1/3%".
Amends the Election Code. Makes a technical change in a Section concerning the short title.
