Amends the Nursing Home Care Act. Requires a facility to comply with specified minimum staffing ratios of certified nursing assistants to residents.

Amends the Minimum Wage Law. Increases the minimum wage from $8.25 to $9.00 beginning July 1, 2015 and increases it to $10.00 per hour on and after July 1, 2016. Provides that the establishment of a minimum wage that employers must pay their employees is an exclusive power and function of the State and is a denial and limitation of the home rule powers and functions, except that the limitation on home rule powers does not apply to a municipality with more than 1,000,000 inhabitants. Amends the Illinois Income Tax Act. Creates a credit against the withholding tax liability of employers with fewer than 50 employees in an amount equal to the increased wages paid as a result of the increase in the minimum wage.
Creates the Direct Broadcast Satellite Act. Contains only a short title provision.
Amends the School Code. Makes a technical change in a Section concerning the School Code's construction.

Congratulates Governor Rauner on his leadership and vision in criminal justice reform. Calls upon the members of the Illinois State Commission on Criminal Justice and Sentencing Reform to deliberate and develop a 21st century method of implementing a sentencing review regime that alleviates taxpayers of the burden of housing and feeding inmates that no longer pose any threat to public safety and are truly remorseful for their crimes.
Amends the Agricultural Fair Act. Makes a technical change in a Section concerning the short title.
Amends the Unified Code of Corrections. Makes a technical change in a Section concerning the supervision of persons on parole or mandatory supervised release.
Amends the Freedom of Information Act. Provides that recordings of a law enforcement officer discharging a firearm, or an officer-involved death, from an in-car video camera or an officer-worn body camera shall not be exempt from inspection and copying, unless the public body asserts an exemption under this Act supported by a court order finding the asserted exemption to be applicable to the requested recording. Requires the court to conduct an expedited hearing on the applicability of the exemption asserted. Incorporates definitions from the Law Enforcement Camera Grant Act and the Police and Community Relations Improvement Act. Effective immediately.
Amends the Code of Civil Procedure. Makes a technical change in a Section regarding the short title of the Article concerning mortgage foreclosures.
