Amends the Workers' Compensation Act. Provides that in calculating the average weekly wage with respect to employers with 50 or fewer employees, benefit pay for sick, personal, vacation, or holidays shall not be considered.
Amends the Volunteer Emergency Worker Job Protection Act. Provides that no public or private employer may take disciplinary action against an employee who is a volunteer emergency worker because the employee, when acting as a volunteer worker, is absent from or late to his or her employment in order to respond to an emergency. Effective immediately.
Amends the Adoption Act. Provides that service of process need not be directed to a minor defendant under 14 years of age for whom a guardian ad litem has been or will be appointed. Changes the form of consent to be given by a child 14 years of age or over or by an adult by adding a statement that the person enters his or her appearance in the proceeding and waives service of summons.
Proposes to amend the Executive Article of the Illinois Constitution. Eliminates the Offices of the Comptroller and Treasurer. Provides instead for a single Comptroller of the Treasury. Provides that the Comptroller of the Treasury shall (i) maintain the State's central fiscal accounts and order payments into and out of the funds held by him or her, (ii) be responsible for the safekeeping and investment of monies and securities deposited with him or her, and for their disbursement upon his or her order, and (iii) have the duties and powers that may be prescribed by law. No Comptroller or Treasurer shall be elected in 2014 and thereafter. Effective otherwise upon conclusion of the terms of the Comptroller and the Treasurer elected in 2010.
Amends the Newborn Metabolic Screening Act. Provides that the Department of Public Health shall provide newborns with expanded screening tests for the presence of Mucopolysaccharidosis I (Hurler disease), Mucopolysaccharidosis II (Hunters disease), and Severe Combined Immunodeficiency Syndrome (SCIDS). Provides that if the Department is unable to provide expanded screening for SCIDS using the State Laboratory within 180 days after the effective date of the amendatory Act, then the Department shall temporarily provide the screening through an accredited laboratory selected by the Department until the Department has the capacity to provide screening through the State Laboratory. Permits the Department to substitute the fee charged by the accredited laboratory, plus a 5% surcharge for documentation and handling for the fee authorized if expanded screening is provided on a temporary basis through an accredited laboratory. Effective immediately.
Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning the short title.
Congratulates Robert A. Morris on the occasion of his retirement from a long and distinguished career as a city administrator.
Amends the State Facilities Closure Act. Creates the Correctional Facilities Panel. Provides that the Panel shall perform a detailed examination of the State's correctional facilities and the respective populations and workforces of the facilities. Sets forth the membership of the panel. Provides that no correctional facility managed or operated by the Illinois Department of Corrections may be closed, eliminated, or otherwise required to reduce its 2008 average daily population or average daily workforce by more than 20% prior to the completion of the submission of the final report by the Correctional Facilities Panel. Effective immediately.
Amends the Property Tax Code. Provides that, beginning in taxable year 2010, if residential real property is (i) rented or leased for a de minimus sum to an organization that is exempt under paragraph (3) of Section 501(c) of the Internal Revenue Code and (ii) operated and controlled by that organization solely for use as a community integrated living arrangement, then that property is exempt from taxation. Provides that once such property is exempt from taxation, it shall remain exempt so long as it is (i) rented or leased to the exempt organization for a de minimus sum and (ii) operated and controlled by that organization solely for use as a community integrated living arrangement. Authorizes the Chief County Assessment Officer to require lessors seeking this exemption to annually file an application verifying the satisfaction of these requirements. Effective immediately.
Amends the Tax Increment Allocation Redevelopment Act in the Illinois Municipal Code. Provides that the redevelopment project in the TIF district created by an ordinance that was adopted on September 9, 1999 by the Village of Downs must be completed by December 31 of the 32nd year (now, the 23rd year) after the year in which the ordinance was adopted. Also includes revisory changes concerning the Village of Libertyville. Effective immediately.
