COAL-FIRED GENERATION-GRANTS

Amends the Illinois Coal and Energy Development Bond Act. Authorizes the Department of Commerce and Economic Opportunity to use certain funds for grants to the owner of a municipal generating station located in Sangamon County, Illinois and having at least 2 coal-fired generating units with accredited summer capacity greater than 100 megawatts each (now, the grants are to be awarded to the owner of a generating station located in Illinois and having at least 3 coal-fired generating units with accredited summer capacity greater than 500 megawatts each) (i) for the purposes specified in the Act and (ii) for payment of the owner's costs for designing, acquiring, constructing, installing, and testing facilities to reduce sulfur dioxide emissions at one newly developed generating unit to allow that unit to meet the requirements of the Federal Clean Air Act while continuing to use coal mined in Illinois as its source of fuel. Amends the General Obligation Bond Act to make corresponding changes. Effective immediately.

OUTDOOR LIGHTING CONTROL ACT

Creates the Outdoor Lighting Control Act. Provides that no person may unreasonably place or operate a lighting unit in a manner that causes illumination or glare to be cast on the property of another person with the effect of reducing privacy, hindering sleep, or creating an unattractive appearance to the area without the permission of the owner, lessee, or lawful occupant of the property. Provides that a person convicted of light trespass commits a petty offense and is subject to a fine of $100 if the violation is not corrected within 10 days of the conviction. Provides that the Environmental Protection Agency may identify and designate, as dark areas, areas that are especially suitable for astronomical observations or that provide nocturnal benefits to flora and fauna due to their darkness; and shall submit a proposed plan to preserve areas designated as dark areas.

AMB SURG-CONSCIOUS SEDATION

Amends the Ambulatory Surgical Treatment Center Act. Provides that a registered nurse may administer conscious sedation when ordered by a physician licensed to practice medicine in all its branches and when the registered nurse and physician meet specified conditions. Provides a definition of "conscious sedation". Effective immediately.

HOSPITL-UMBIL CORD BLOOD DONAT

Amends the Hospital Licensing Act and the Illinois Family Case Management Act. Requires the Department of Human Services to make the maximization of umbilical cord blood donations a public health goal equivalent to the other goals listed in the Illinois Family Case Management Act. Requires the Maternal and Child Health Advisory Board to discuss and make recommendations for expanding the number of prenatal mothers who agree to donate umbilical cord blood. Requires hospitals and birthing centers to cooperate with the Department and the Advisory Board in implementing recommendations to increase donations of umbilical cord blood. Effective immediately.
