Directs the Department of Children and Family Services, the Department of Human Services, and the Illinois State Board of Education, in coordination with providers of developmental disability and mental health services, to establish a Cross-Agency Coordination Task Force on Developmental Disabilities to study the implementation of a uniform age by which children with developmental disabilities or mental illness "age out" of programs administered by those agencies.

Amends the Methamphetamine Control and Community Protection Act. Provides that it is a Class 3 felony to attempt to possess, procure, transport, store, or deliver anhydrous ammonia in an unauthorized container. Effective January 1, 2008.
Amends the Downstate Forest Preserve District Act. Provides that a forest preserve may sell certain vacant, subdivided residential outlots if the board of commissioners determines that the sale is advantageous to the district. Sets forth other criteria for the sale of the lots. Provides that the proceeds from the sale must be set aside and used only for certain capital improvements or for the payment of bond indebtedness. Effective immediately.

Amends the Illinois Vehicle Code. Provides that every person licensed as a scrap processor shall maintain for 3 years, at his or her established place of business, specified records relating to the acquisition of scrap metals. Provides that a scrap processor shall verify and record the identity of each person from whom scrap metals are acquired. Provides that authorized representatives of the Secretary of State may inspect the premises of a scrap processor more than 6 times during a 6-month period if one or more of the inspections is an inspection is of records relating to acquisition of scrap metals or of a vehicle, junk vehicle, or vehicle cowl that was acquired for the purpose of processing into a form other than a vehicle, junk vehicle, or vehicle cowl.
