DCEO-TOURISM-COMPUTER KIOSKS

Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that, subject to appropriation, the Department of Commerce and Economic Opportunity, in consultation with the Department of Transportation, must establish and administer a test program to place at rest areas along highways computer kiosks that provide information on tourism activities in the State. Sets forth the requirements of the test program.

DRAINAGE DIST-COMMISSIONERS

Amends the Illinois Drainage Code. Provides that, in the case of district commissioners who are elected, voting may be by absentee ballot. Provides for an early voting period. Provides that commissioners who are running for reelection and their immediate family members may not serve as election judges. Provides that property owned by a commissioner who is running for reelection may not serve as a polling place. Effective July 1, 2007.

VEH CD-SCHOOL BUS-DRIVING SIGN

Amends provisions of the Illinois Vehicle Code requiring each school bus to display at the rear of the bus a sign indicating the telephone number of the owner of the school bus. Deletes language providing that the sign shall indicate that the number is to be called to report erratic driving by the school bus driver. Adds language requiring that the sign shall be in the form "TO COMMENT ON MY DRIVING, CALL (area code and telephone number of school bus owner)". Effective January 1, 2008.

DISABLED HIRING INCENTIVES

Amends the Department of Central Management Services Law. Requires the Department of Central Management Services, in cooperation with the Department of Human Services, to develop and implement plans to increase the number of individuals with a disability employed by State government. Amends the Department of Commerce and Economic Opportunity Law. Requires the Department of Commerce and Economic Opportunity, in cooperation with the Department of Human Services, to develop and implement a public awareness campaign designed to increase statewide awareness of issues that affect individuals with a disability. Sets forth requirements for the public awareness campaign. Amends the Department of Human Services Act. Requires the Department of Human Services to establish procedures and adopt rules for the certification of employees and individuals with a disability with respect to certain tax credits set forth under the Illinois Income Tax Act. Amends the Illinois Procurement Code. Requires that each notice of a contract contain a statement to encourage prospective vendors to hire individuals with a disability. Provides that a chief procurement officer may encourage prospective vendors to consider hiring individuals with a disability. Amends the Illinois Income Tax Act. Creates a tax credit for taxpayers who, during the taxable year, pay wages to an employee with a disability. Creates a tax credit for taxpayers who, during the taxable year, hire a net new qualified employee with a disability. Creates a tax credit for taxpayers who are qualified individuals with a disability. Sets forth the amounts and requirements for these credits. Effective immediately.

TAX CREDIT-VOLUNTEER EMS

Amends the Illinois Income Tax Act. Provides that for taxable years ending on or after December 31, 2008, each taxpayer who was a volunteer emergency medical worker during the entire taxable year is entitled to an income tax credit. Provides that the credit may not exceed $500 or the amount of the taxpayer's liability under this Act, whichever is less. Prohibits the carry forward of an excess tax credit to a succeeding year's tax liability. Exempts the provisions from the sunset requirements. Effective July 1, 2008.
