Amends the Illinois Highway Code. Provides that the Illinois Department of Transportation shall create and implement a pilot project to construct centerline rumble strips on all State highways in Menard County that do not have them on the effective date.

Encourages the Illinois Legislature not to spend outside of its projected 2014-2015 revenue estimate of $34.495 billion as acknowledged in HJR80 of the current General Assembly and urges the legislature to allow the temporary tax increase to expire as scheduled.
Designates a stretch of road on Interstate 55 near Williamsville from mile marker 107 ending at mile marker 109 as the "Trooper Bernard D. Skeeters Memorial Highway".
Amends the Raffles Act and the Charitable Games Act. Provides for the regulation of poker runs as raffles rather than as charitable games events. Provides that poker runs shall be licensed by the governing body with jurisdiction over the key location and the license granted by the key location shall cover the entire poker run. Amends the Criminal Code of 2012 to make corresponding changes. Effective immediately.
Amends the Illinois Vehicle Code. Provides for issuance of U.S. Air Force license plates, with eligibility requirements to be determined by the Secretary of State. Effective immediately.
Amends the State Property Control Act. Provides that (i) if an agency conveys surplus real property to the State by quitclaim deed and (ii) if that surplus real property remains titled to the State and remains subject to the jurisdiction of the Administrator 15 years after the execution of that quitclaim deed, then the Administrator shall convey the surplus real property by quitclaim deed to the municipality in which the property is located or, if the property is located in an unincorporated area of a county, to the county. Amends the Property Tax Code. Provides that surplus property that is conveyed to a county or municipality in that manner is not exempt from taxation in any taxable year in which the municipality or county owns the property. Effective immediately.
Amends the Drycleaner Environmental Response Trust Fund Act. Specifies that green solvents are not drycleaning solvents for the purposes of the Act. Deletes provisions that provided for the taxation and regulation of green solvents under the Act. Provides that on and after January 1, 2014 no annual licensure fee is required for a facility that uses exclusively green solvents. Provides that if the Drycleaner Environmental Response Trust Fund Council has determined prior to the effective date of the amendatory Act that a product is a green solvent, then the Council shall not reconsider or otherwise change that determination on or after the effective date of the amendatory Act. Makes other changes. Defines "green solvent".
Amends the Illinois Procurement Code. Provides that the Code does not apply to contracts between the Department of Agriculture and a non-profit service organization for the purpose of providing goods or services on the Illinois State Fairgrounds during the Illinois State Fair or on the DuQuoin State Fairgrounds during the DuQuoin State Fair. Effective immediately.
