Amends the Property Tax Code. Provides that, beginning with the 2009 taxable year, all barns that were first placed in service more than 75 years before the first day of the taxable year and are located in areas zoned for agriculture shall have an assessed value of zero. Effective immediately.

Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning certificates of title.
Amends the Illinois Income Tax Act. Provides that for taxable years ending on or after December 31, 2009, each taxpayer who was a member in good standing of a volunteer fire department during the entire taxable year is entitled to an income tax credit. Provides that the credit may not exceed $500 or the amount of the taxpayer's liability under this Act, whichever is less. Prohibits the carry forward of an excess tax credit to a succeeding year's tax liability. Exempts the provisions from the sunset requirements. Effective July 1, 2009.
Amends the Illinois Vehicle Code to provide that if all spaces provided for execution of an assignment on a certificate of title of a motor vehicle are filled, a dealer may execute an assignment and warranty of title to a buyer by attaching an affidavit, which must be sworn to by the dealer and contain all necessary information to complete the assignment, to the filled title and mailing the documents to the Secretary of State with the transferee's application for a new certificate. Effective immediately.
Amends the Illinois Municipal Code. Makes a technical change in a Section concerning the short title.
Amends the School Code. Provides that the State Board of Education shall develop standards for the determination of priority needs concerning school construction projects based upon approved district facilities plans, which shall include projects designed to alleviate a shortage of classrooms due to population growth or to repair or replace, or both, aging school buildings. Effective immediately.
Amends the Electronic Products Recycling and Reuse Act. Provides that a refurbisher is exempt from the refurbisher registration fee if it (i) is a not-for-profit entity established under Section 501(c)(3) of the Internal Revenue Code, (ii) had, during its most recent fiscal year, an annual operating budget of less than $250,000, and (iii) distributes refurbished products to low-income families or the developmentally disabled. Requires the Environmental Protection Agency to identify on its website the refurbishers that meet these requirements. Grants manufacturers that donate CEDs to refurbishers meeting these requirements a triple credit that they may apply to their recycling and reuse goals.
Creates the Outdoor Lighting Control Act. Sets forth shielding and filtration requirements for specified lamp types when used for outdoor lighting, unless the lighting contains an automatic shutoff device and is not used from 11:00 p.m. until sunrise. Provides for exemptions. Provides that the Environmental Protection Agency may identify and designate, as dark areas, areas that are especially suitable for astronomical observations or that provide nocturnal benefits to flora and fauna due to the darkness of those areas and shall submit a proposed plan to preserve areas designated as dark areas.

Amends the State Employee Article of the Illinois Pension Code. Allows any person who rendered contractual services on a full-time basis to the Illinois Institute of Natural Resources and the Illinois Department of Energy and Natural Resources to establish creditable service for up to 4 years of those contractual services. Requires application to the System by December 31, 2009. Effective immediately.
