Amends the Abused and Neglected Child Reporting Act. Makes a technical change in a Section concerning the responsibilities of the Department of Children and Family Services under the Act.
Amends the Property Tax Extension Limitation Law in the Property Tax Code. Provides that the approximate amount of the tax extendable, as stated on the referendum question submitted to impose a new or increased limiting rate or increase the extension limitation, shall be calculated (i) without regard to any property tax exemptions and (ii) using an equalized assessed value calculated by multiplying the percentage level of assessment prescribed for such property by statute or by ordinance of the county board by the most recent final equalization factor certified to the county clerk by the Department of Revenue at the time the taxing district initiates the submission of the proposition to the electors. Effective immediately.
Creates the Internet Dating Safety Act. Requires Internet dating services offering services to Illinois members to provide a safety awareness notification to all Illinois members. Provides that if an Internet dating service does not conduct criminal background screenings on its members, the service shall disclose, clearly and conspicuously, to all Illinois members that the Internet dating service does not conduct criminal background screenings. Provides that an Internet service provider does not violate the Act solely as a result of serving as an intermediary for the transmission of electronic messages between members of an Internet dating service. Provides that the Attorney General, pursuant to the Illinois Administrative Procedure Act, shall adopt rules and regulations to effectuate the purposes of the Act. Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that it is an unlawful practice under the Consumer Fraud and Deceptive Business Practices Act for an Internet dating service to fail to provide notice or falsely indicate that it has performed criminal background screenings in accordance with the Internet Dating Safety Act. Effective immediately.
Amends the Energy Efficient Building Act. Provides that the Capital Development Board shall adopt, every 3 years (now, no time requirement), the latest published edition of the International Energy Conservation Code as minimum requirements for commercial buildings. Provides that the Board shall adopt, at least every 6 years (now, no time requirement), the Code as the minimum and maximum requirements for residential buildings. Provides that, beginning January 1, 2012, the Board shall review and consider adopting the latest published edition of the Code within one year of its publication and may adopt the latest edition upon review (now, the Board shall adopt the Code within 9 months after its publication). Provides that the Code shall take effect 6 months (now, 3 months) after it is adopted by the Board. Provides that the Department of Commerce and Economic Opportunity shall make training available to builders and others to explain the requirements of the Code. Provides that the Department shall make funds available for the training. Effective immediately.
Amends the Illinois Vehicle Code. Makes various changes in the wording and arrangement of provisions concerning disabled veterans' license plates. Provides that any veteran who holds proof of a service-connected disability from the United States Department of Veterans Affairs whose degree of disability has been declared to be 50% or more, but is statutorily ineligible for a plate or decal for persons with disabilities, may obtain a special registration plate without the international symbol of access. Provides that the design and color of such plates shall be within the discretion of the Secretary, except that plates may not contain the international symbol of access if issued to veterans who are statutorily ineligible for disability plates or decals. Adds references to these changes concerning disabled veterans' license plates to the Section concerning parking privileges for persons with disabilities. Effective September 1, 2011.
Amends the Equal Pay Act of 2003. Provides that in addition to an individual who is deemed to be an employer, any officers of a corporation or agents of an employer who knowingly permit such employer to violate the provisions of the Act shall be deemed to be the employers of the employees.
Amends the Illinois Income Tax Act. Increases the amount of the credit for wages paid by the taxpayer to a qualified veteran to 20%, but in no event to exceed $5,000, of the gross wages paid by the taxpayer to a qualified veteran if the veteran (A) was hired by the taxpayer on or after January 1, 2012 and (B) was unemployed at the time he or she was hired by the taxpayer. Exempts the credit from the Act's automatic sunset provisions. Effective immediately.
Amends the Illinois Lottery Law. In a provision concerning scratch-off games for the benefit of Illinois veterans, provides that the net revenue from the games that is deposited into the Illinois Veterans Assistance Fund shall be used to support veteran employment and employment training in addition to certain other veterans' issues. Effective immediately.
Amends the Illinois Identification Card Act and Illinois Vehicle Code to provide that: the Secretary of State must inquire as to whether an applicant for a State identification card or driver's license is a veteran for purposes of issuing a State identification card or driver's license with a veteran designation; the Secretary shall determine by rule what forms of proof of a person's status as a veteran are acceptable; and the Secretary may disclose an individual's social security number or associated information to the Illinois Department of Veterans' Affairs for the purpose of confirming veteran status. Defines "veteran" and other terms. Effective January 1, 2013.
Amends the Criminal Code of 1961. Enhances to aggravated assault or aggravated battery the assault or battery of a letter carrier or postal worker while that individual is performing his or her duties delivering mail for the United States Postal Service. Provides that the robbery of a letter carrier or postal worker while that individual is performing his or her duties delivering mail for the United States Postal Service is a Class 1 (rather than a Class 2) felony.
