ELDER ABUSE-RECORDS ACCESS

Amends the Elder Abuse and Neglect Act. Expands the list of persons and agencies that shall have access to all records generated as a result of a report of elder abuse, neglect, financial exploitation, or self-neglect to include a law enforcement agency, fire department agency, or fire protection district having proper jurisdiction pursuant to a written agreement between a provider agency and the law enforcement agency, fire department agency, or fire protection district under which the provider agency may furnish to the law enforcement agency, fire department agency, or fire protection district a list of all eligible adults who may be at imminent risk of elder abuse, neglect, financial exploitation, or self-neglect.

DPH-REG TRANSPORTATION AUTH

Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois and the Regional Transportation Authority Act. Provides that the Regional Transportation Authority shall monthly provide the Department of Public Health with a list of riders that receive free or reduced fares under the Regional Transportation Authority Act. Provides that the list shall include an individual's name, address, and date of birth. Provides that within 2 weeks after receipt of the list the Department shall report back to the Authority any discrepancies that indicate that a rider receiving free or reduced fare services is deceased and that the Authority, upon receipt of the report from the Department, shall take appropriate steps to remove any deceased individual's name from the list of individuals eligible under the free or reduced fare programs.

VEH CD-3-AXLE MIXERS:WEIGHT

Amends the Illinois Vehicle Code. Provides that a 3-axle truck mixer registered as a Special Hauling Vehicle, used exclusively for the mixing and transportation of concrete in the plastic state, may, when laden, transmit upon the road surface, except when on part of the National System of Interstate and Defense Highways, the following maximum weights: 22,000 pounds on a single axle; 40,000 pounds on a tandem axle; 40,000 pounds gross weight on a 2-axle vehicle; and 54,000 pounds gross weight on a 3-axle vehicle. Provides that a 3-axle truck mixer registered as a Special Hauling Vehicle, used exclusively for the mixing and transportation of concrete in the plastic state, is not subject to the bridge formula. Removes provisions limiting to vehicles manufactured before or in the model year of 2014 and first registered in Illinois before January 1, 2015 the applicability of weight limit exceptions for certain 4-axle special hauling vehicles.

CRIM CD-CHILD ABDUCTION

Amends the Criminal Code of 1961. Redefines child abduction by luring. Provides that the offense consists of intentionally luring or attempting to lure a child: (1) under the age of 17 (rather than under the age of 16) or (2) while traveling to or from a primary or secondary school into a motor vehicle, building, housetrailer, or dwelling place without the consent of the child's parent or lawful custodian for other than a lawful purpose.

MEDICAID IMPACT NOTE ACT

Creates the Medicaid Budget and Impact Note Act. Requires every bill that amends the Illinois Public Aid Code, affects eligibility for or enrollment in Medicaid, or has a financial impact on the operation of the Department of Healthcare and Family Services to have prepared for it, prior to second reading in each chamber, a brief explanatory statement or note that includes a reliable estimate of the expected impact of the bill on the annual budget of the Department of Healthcare and Family Services and the State of Illinois, as well as the projected costs and benefits associated with the implementation of each provision in the bill. Authorizes any member of the General Assembly to request one of these notes. Requires the Director of Healthcare and Family Services, or his or her designee, to respond to requests for notes.

PROP TX-SENIOR EXEMPTION

Amends the Property Tax Code. Provides that, in counties with 3,000,000 or more inhabitants, taxpayers who have been granted a Senior Citizens Homestead Exemption must reapply every 2 years (instead of annually). Provides that the county board of a county with less than 3,000,000 may not require the person to reapply more frequently than every 2 years. Effective immediately.

TOLL HWY-TOLL INCREASES

Amends the Toll Highway Act. Provides that the Authority may not increase toll rates without first obtaining authorization by joint resolution of the General Assembly.
