Amends the Property Tax Code. Provides that the maximum amount of the senior citizens homestead exemption shall be $6,000 (currently, $5,000). Effective immediately.

Amends the School Code. Makes a technical change in a Section concerning the School Code's construction.
Amends the Limited Liability Company Act. Reduces the fee collected by the Secretary of State for the filing of articles of organization, applications for admission, and restated articles of organization from $500 to $39 and reduces those fees in connection with a limited liability company with ability to establish series from $750 to $59. Effective immediately.
Amends the School Code. Requires school report cards to include the most current data collected and maintained (rather than possessed) by the State Board of Education. Requires the State Board to include in the school report cards certain demographic information concerning gifted education and advanced academic programs, as well as information concerning the number of teachers a school has who hold a gifted education endorsement.
Declares January 31, 2017 as Omphalocele Awareness Day in the State of Illinois.

Amends the Illinois Nuclear Facility Safety Act. Makes a technical change in a Section on legislative findings.
Amends the Freedom of Information Act. Provides that no provision of the Act shall be construed to afford any rights to any person: (i) incarcerated in a State, local, or federal correctional facility; or (ii) in the custody of the Department of Human Services as unfit to stand trial or under the Sexually Violent Persons Commitment Act. Provides that the new provisions shall not be construed to prevent a person from exercising his or her constitutionally-protected rights. Exempts from disclosure under the Act records requested by persons committed to a county jail if those materials are available in the library of the jail. Exempts from inspection and copying information or materials received, generated, or maintained by a State's Attorney or county sheriff as part of the criminal discovery process that the disclosure of which would violate the Supreme Court Rule concerning the disclosure of discovery materials in felony cases. Provides that the exemption applies regardless of whether the case has concluded. Effective immediately.
Amends the Abused and Neglected Child Reporting Act. Makes a technical change in a Section concerning the short title.
Amends the Energy Efficient Building Act. Renames it as the "Energy Efficient Building and Green Construction Act". Provides findings as they relate to green construction. Defines "Green Code". Provides exemptions and applicability of the Green Code. Makes related changes. Effective immediately.
