Amends the Rights of Crime Victims and Witnesses Act. Provides that the Office of the State's Attorney or victim advocate personnel shall provide information about available victim services, including referrals to programs, counselors, and agencies that assist a victim to deal with trauma, loss, and grief.
Amends the Unified Code of Corrections. Increases from $2 to $5 the co-payment that a person committed to the Department of Corrections who is not otherwise exempt from the payment must pay to the Department for each visit for medical or dental services on a non-emergency basis.
Amends the Criminal Code of 1961. Provides that financial exploitation of an elderly person or a person with a disability is a Class 1 felony if the value of the property is $50,000 (rather than $100,000) or more but less than $100,000 or if the elderly person is over 70 years of age and the value of the property is $15,000 or more but less than $50,000 or if the elderly person is 80 years of age or older and the value of the property is $5,000 or more but less than $25,000 and a Class X felony if the value of the property is $100,000 or more or if the elderly person is over 70 years of age and the value of the property is $50,000 or more or if the elderly person is 80 years of age or older and the value of the property is $25,000 or more.
Amends the Illinois Vehicle Code. Provides that if a special license plate is authorized by law to raise funds for a specific cause and the Secretary of State has not received the required number of applications for that special plate within 2 years of the effective date of the Public Act authorizing the special plate, the Secretary's authority to issue the plate is nullified. Provides that revenues from special license plates shall only benefit designated charitable entities, which must be in compliance with specified requirements. Requires a charitable entity to annually provide the Secretary with a letter of compliance issued by the Attorney General's office, requires the name of the charitable entity which is to receive the funds to be provided to the Secretary within specified time limits, and provides that in the case of a failure to comply with these requirements, the special plates shall be discontinued and any undisbursed funds collected from the sale of plates authorized for that organization shall be transferred to the General Revenue Fund. Provides that if fewer than 1,000 sets of any special plate issued by the Secretary are actively registered for 2 consecutive calendar years, the Secretary may discontinue the issuance of that special plate and that discontinued plates shall be recalled and that owners of vehicles which were registered with recalled plates shall not be charged a reclassification or sticker replacement plate fee upon the issuance of new plates. Makes various changes in provisions concerning moneys collected under provisions creating special plates. Repeals provisions creating Lewis and Clark Bicentennial special plates. Effective January 1, 2012.
Amends the Illinois Municipal Code. Provides that when not elected by the minority representation plan, the number of aldermen in cities exceeding 15,000 but not exceeding 25,000 (now, 20,000) shall be 10 aldermen, and cities with populations exceeding 25,000 (now, 20,000) but not exceeding 50,000 shall be 14 aldermen. Further provides that a municipality with 15,000 or more inhabitants may adopt, either by ordinance or by resolution, not more than one year after the municipality's receipt of the new federal decennial census results, 8 aldermen in cities exceeding 15,000 but not exceeding 25,000 (now, 20,000) and 10 aldermen in cities exceeding 25,000 (now, 20,000) but not exceeding 50,000. Effective immediately.
Amends the Criminal Code of 1961 and the Harassing and Obscene Communications Act. Provides that "electronic communication" includes transmissions through an electronic device including, but not limited to, a telephone, cellular phone, computer, or pager, which communication includes, but is not limited to, e-mail, instant message, text message, or voice mail (rather than transmissions by a computer through the Internet to another computer). Effective immediately.
Amends the Counties Code. Changes numerous Sections to provide that a county may deposit public funds into credit unions (currently, only banks or savings and loan associations). Further provides that county moneys may be invested in dividend-bearing share accounts, share certificate accounts, or class of share accounts of a credit union, provided the accounts of that credit union are insured and the credit union's principal office is located within the State of Illinois. Effective immediately.
