$ISBE-GRANT-GIFTED CHILDREN

Appropriates $500,000 from the General Revenue Fund to the State Board of Education to provide a grant to the Illinois Association for Gifted Children for the provision of professional development, guidance, materials, resources, and technical assistance for Illinois teachers and administrators in the identification of gifted students and instructional programming for gifted students in grades K through 12 using evidence-based practices supported by current research on the education of gifted children. Effective July 1, 2013.

CTY CD-ELECTIONS

Amends the Counties Code. Provides that no person is eligible for county office or county board member or commissioner if he or she is a convicted felon. Amends the Unified Code of Corrections. Provides that the restoration of the right to hold office after completing a sentence for a felony does not apply to county office, county board member or commissioner.

CRIM PRO - BAIL RISK

Amends the Code of Criminal Procedure of 1963. In determining the amount of bail on a person charged with a violation of an order of protection, a pretrial service agency or probation department shall have access to victim interviews and access for a direct interview of the victim (rather than denied access to victim interviews or information). Effective immediately.

TRUSTS-VIRTUAL REPRESENTATION

Amends the Trusts and Trustees Act. Defines terms. Provides that an unascertainable beneficiary may be represented by and bound by another beneficiary having a substantially similar (instead of a substantially identical) interest on a particular question or dispute. Provides that if a trust beneficiary is an unrepresented minor, disabled, or unborn person, a parent of the beneficiary may represent and bind the beneficiary, provided that there is no conflict of interest between the minor or disabled person and either of that person's parents on that particular question or dispute. Further provides that this representative may on a particular question or dispute represent and bind an unborn beneficiary or an unascertainable beneficiary who has an interest that is substantially similar to the interest of the minor or disabled person, but only if there is no conflict of interest between the minor or the disabled person and the unborn or the unascertainable person. Makes other corresponding changes. Provides that conversion of a trust to a total return trust may be made with a trustee and all primary beneficiaries (instead of with a trustee and all beneficiaries and presumptive remaindermen beneficiaries) in accordance with other provisions of the Act. Provides that changes made apply to all trusts in existence on the effective date and to all trusts created after that date.

DHFS-MEDICAID-HAND-HELD TABLET

Amends the Illinois Public Aid Code. In a provision requiring the Department of Healthcare and Family Services to establish policies, procedures, standards, and criteria by rule for the acquisition, repair, and replacement of orthotic and prosthetic devices and durable medical equipment, provides that such rules, policies, procedures, and standards shall allow for the purchase, lease, lease-purchase, or rental of a hand-held tablet device and appropriate applications for an individual with a communication disorder affecting expressive or receptive language when the acquisition of such device and applications is determined by a qualified professional to be appropriate to meet the needs of the individual and has a lower cost than other communications technology under consideration for the individual. Effective immediately.
