Amends the Consumer Protection New Construction Residential Housing Act. Provides that a housing merchant implied warranty is implied in the contract or agreement for the sale of a new home and shall survive the passing of title. A housing merchant implied warranty shall mean that: (1) one year from and after the warranty date the home will be free from defects due to a failure to have been constructed in a skillful manner; (2) two years from and after the warranty date the plumbing, electrical, heating, cooling, and ventilation systems of the home will be free from defects due to a failure by the builder to have installed the systems in a skillful manner; and (3) six years from and after the warranty date the home will be free from material defects. Provides for the exclusion or modification of warranties. Preempts home rule.

BE IT RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE CONCURRING HEREIN, that the two Houses shall convene in Joint Session on Wednesday, February 18, 2026 at the hour of 12:00 o'clock noon for the purpose of hearing his Excellency Governor JB Pritzker present to the General Assembly his Budget Message for the Fiscal Year 2027, as required by Chapter 15, Section 20/50-5 of the Illinois Compiled Statutes.

Provides that a party who meets these requirements is not required to give notice to the court of the party's inability to appear at a hearing. Provides that any default judgment entered against a party who meets these requirements shall be set aside and the party may seek relief from the default judgment. Applies to all default judgments, whether entered before, on, or after the effective date of the amendatory Act.

Trump and Department of Homeland Security Secretary Kristi Noem. Calls for a fully independent investigation into all Department of Homeland Security-involved shootings, killings, and deaths in custody. Calls for the appointment of an independent counsel to prosecute agents, administrators, and political appointees found to have committed, directed, or covered up these acts of violence. Calls for the immediate resignation of Secretary Kristi Noem and calls for her immediate impeachment if she refuses to resign.

Condemns President Donald Trump's effort to freeze funds for affordable childcare. Calls for the immediate release of all congressionally appropriated childcare funds.

Expresses rejection of President Donald J. Trump’s efforts to acquire territories and titles overseas, while leaving working families at home to pay the bill. Calls upon the United States Congress to intervene and provide the constitutional oversight necessary to hold President Trump accountable to the American people.
