Amends the Illinois Vehicle Code. Authorizes municipalities to adopt procedures for the impoundment of vehicles used in the commission of a reckless driving offense (a) as part of a funeral procession or (b) in such a manner that interferes with a funeral procession. Effective immediately.

Amends the State Employee Article of the Illinois Pension Code. Provides that, for service on or after July 1, 2013, "compensation" does not include any stipend payable to an employee for service on a board or commission. Effective immediately.
Amends the Open Space Lands Acquisition and Development Act. Provides that at least 50% of any grant made to a unit of local government under the Act must be paid to the unit of local government at the time the Department awards the grant. Provides that the remainder shall be distributed quarterly on a reimbursement basis. Effective immediately.
Amends the Wildlife Code. Makes a technical change in a Section concerning the short title.
Amends the Illinois Insurance Code, the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Health Maintenance Organization Act, the Limited Health Service Organization Act, and the Voluntary Health Services Plans Act to provide that a company that issues, delivers, amends, or renews a policy of accident and health insurance shall accommodate a reasonable request by a person covered by a policy issued by the company to receive communications of claim-related information from the company by alternative means or at alternative locations if the person clearly states that disclosure of all or part of the information could endanger the person. Provides that if a child is covered by a policy issued by a company, then the child's parent or guardian may make a request to the company pursuant to the provision concerning alternative means of communication. Provides that a company may require (1) a person making a request pursuant to the provision concerning alternative means of communication to do so in writing, (2) the request to contain a statement that disclosure of all or part of the claim-related information to which the request pertains could endanger the person or child, and (3) the specification of an alternative address, telephone number, or other method of contact. Sets forth provisions concerning liability, the disclosure of protected information, and court orders.
Amends the Counties Code. Makes a technical change in a Section concerning the short title.
Amends the Property Tax Code. Allows the chief county assessment officer to record a tax lien against property that was granted one or more erroneous homestead exemptions. Contains provisions concerning notice, hearings, and penalties. Effective June 1, 2013.
Mourns the death of Dr. Norris A. Erickson of Aurora.
Urges Congress to adopt a constitutional amendment reversing the Citizens United v. FEC ruling and related cases by clarifying that corporations and other artificial entities are not people with constitutional rights, and that money is property, not speech, and therefore can be regulated.
Mourns the death of Jerome J. "Jerry" Reding of Aurora.
