Amends the School Code and the School Construction Law. Provides that if a school district, other than Chicago school district, in any fiscal year receives school construction project grant funds for a school construction project for which the district has a levy and the district has any outstanding debt on that construction project, then the district shall use the grant funds to first pay off that outstanding debt and shall reduce the levy by an amount equal to the amount of the grant funds used to pay off the outstanding debt. Effective immediately.

Amends provisions of the Illinois Insurance Code requiring notice to the customer of the use of a non-original equipment manufacturer aftermarket crash part in a motor vehicle repair and requiring the identification of the manufacturer of a non-original equipment manufacturer aftermarket crash part. Changes the term "aftermarket crash part" to "aftermarket part" and redefines that term to include exterior or interior (instead of only exterior) nonmechanical sheet metal or plastic parts.

Amends various Acts. Provides that a service member or veteran satisfies professional licensure qualifications if he or she provides the licensing Department with documentation that he or she has had substantially equivalent training or experience from his or her military service. Provides definitions of "service member", "military service", and "veteran". Effective immediately.

Amends the State Universities Article of the Illinois Pension Code. Provides that "earnings" does not include amounts associated with housing allowance or vehicle allowance payable to an employee. Effective immediately.

Amends the Day and Temporary Labor Services Act. In the Section containing legislative findings, adds a finding that temporary laborers are vulnerable to discriminatory practices. Defines "day or temporary labor applicant". In a Section concerning recordkeeping, provides that the day and temporary labor service agency shall keep a record of the race, ethnicity, and gender of each day or temporary laborer or day or temporary labor applicant, as provided by the person who requests employment with or is contracted by the day and temporary labor service agency (instead of "the race and gender of each day or temporary laborer sent by the day and temporary labor service agency"). Provides that the day and temporary labor service agency shall provide each day or temporary labor applicant with and retain a copy of a written notice signed by an employee of the day and temporary labor agency and specifying the date, time, and location the applicant requested employment. Provides that at the time of annual registration, the day and temporary labor service agency shall submit to the Department of Labor, on a form created by the Department, a report containing the information required by the new provisions, grouped by branch office, in the aggregate for all day or temporary laborers assigned within this State in the prior year. Provides that in the case of a health and safety or notice violation, a private right of action exists for compensatory damages and an amount between $50 and $500 for each violation (instead of "up to $500 for the violation"). Makes corresponding changes.

Amends the Lobbyist Registration Act. Requires salaries, fees, and other compensation paid to a registrant under the Act for the purposes of lobbying to be disclosed on a lobbying entity report (currently, need not be disclosed).

Amends the State Finance Act. Provides that no salary or per diem shall be paid to a member of a State board or commission that meets part-time. Defines "part-time". Provides that a member of a State board or commission may, however, be reimbursed for actual travel and other expenses as authorized by law. Effective July 1, 2015.

Amends the Illinois Vehicle Code. Allows counties with a population of less than 3,000,000 and municipalities of 1,000,000 or less inhabitants to establish automated speed enforcement systems in safety zones. Defines the term, "safety zone". Provides that the net proceeds from civil penalties imposed under an automated speed enforcement system shall be divided equally between the municipality or county and the school district in which the automated speed enforcement system is located. Provides that municipalities with less than 1,000,000 inhabitants and counties with less than 3,000,000 inhabitants may not use automated traffic law enforcement systems within a school safety zone without the consent of the school board for that school district. Requires that the municipality or county shall be responsible for entering into contracts with vendors for the installation, maintenance, and operation of the automated speed enforcement system, as well as be responsible for enforcement of the automated speed enforcement system. Makes conforming changes.

Recognizes the late Mayor Paul Egan on his efforts to relocate and improve Route 30 in Aurora and designates Route 30 as it travels between Route 47 and 34 as the "Paul Egan Memorial Highway".

Amends the Illinois Income Tax Act. Creates an income tax checkoff to allow taxpayers to make contributions to Special Olympics Illinois and Special Children's Charities. Effective immediately.
