Amends the Illinois Residential Building Code Act. Defines "International Residential Code" as the 2006 International Residential Code for One and Two Family Dwellings published by the International Code Council, without amendment or appendices (rather than the International Residential Code for One and Two Family Dwellings published by the International Code Council, as now or hereafter amended by the Council). Effective immediately.
Mourns the death of Ray Allen Watkins of Aurora.
Congratulates Fred Rodgers, longtime youth services director of Aurora, on having the Root Street Community Center renamed the Fred Rodgers Community Center.
Amends the Election Code. With respect to absentee ballots, provides that those returned by mail must be postmarked by midnight preceding election day, for counting no later than during the period for counting provisional ballots.
Amends the Military Code of Illinois. Authorizes the Department of Military Affairs, subject to appropriation, to also make grants from the Illinois Military Family Relief Fund to (i) Illinois residents who are active duty members of the armed forces of the United States or members of the reserves of the armed forces of the United States and who are wounded in combat while deployed in support of the global war on terrorism and (ii) the families of those persons. Provides that the Department must establish a casualty-based grant program.
Amends the State Commemorative Dates Act. Provides that Veterans Day honors the victory in all wars of all United States Armed Forces (now, United States Army, Navy, and Air Force).
Amends the Criminal Code of 1961. Expands the statute concerning interference with a public institution of higher education to also include interference with public elementary and secondary schools. Provides that if the interference with the public institution of education is accompanied by a threat, the person commits a Class 3 felony and may be sentenced to a term of imprisonment of not less than 2 years and not more than 10 years and may be prosecuted for intimidation.
