Creates the School District Realignment and Consolidation Task Force within the State Board of Education to examine the number of school districts in this State, the optimal amount of enrollment for a school district, where consolidation and realignment would be beneficial, reducing the money spent on duplication of efforts, improving the education of students by having less obstacles between qualified teachers and their students, and lowering the property tax burden.

Amends the School Code. In provisions concerning supplemental general State aid, removes language requiring school districts with an Average Daily Attendance of more than 1,000 and less than 50,000 that qualify for supplemental general State aid to submit a plan to the State Board of Education prior to October 30 of each year for the use of the funds resulting from the grant of supplemental general State aid for the improvement of instruction in which priority is given to meeting the education needs of disadvantaged children.
Urges school districts to improve support resources for involvement of parents in their education of their children.
Urges Congress to pass the United States Postal Service Pension Obligation Recalculation and Restoration Act of 2011 to aid the United States Postal Service in their financial challenges and help save the jobs of many Illinois postal workers.

Provides requirement and procedures for an expedited judgment and sale of abandoned residential property. Provides that the period of redemption ends for abandoned residential property on the date of the judgment confirming the judicial sale. Makes other changes. Effective immediately.
