Amends the Deferred Compensation Article of the Illinois Pension Code. Provides that to the extent that federal law or regulations have been changed to allow plans established under Section 457 of the Internal Revenue Code to be amended to allow designated Roth contributions and in-plan rollovers to designated Roth accounts, the Department of Central Management Services and units of local government with such plans shall within a reasonable time amend their plans accordingly.

Amends the Children with Disabilities Article of the School Code with respect to school social work services. Provides that school social work services may include establishing and delivering anti-bullying programs. Effective immediately.
Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Sets forth the General Assembly's findings and declarations concerning sudden, unexpected death in epilepsy (SUDEP). Provides that the Department shall establish a SUDEP awareness program to educate medical examiners, examining physicians, and coroners in this State about SUDEP. Provides that all autopsies conducted in this State shall include an inquiry to determine whether the death was a direct result of a seizure or epilepsy. Provides that if a medical examiner's, examining physician's, or coroner's findings in an autopsy are consistent with the definition of known or suspected SUDEP, then the medical examiner, examining physician, or coroner shall take certain action.
Amends the Open Space Lands Acquisition and Development Act. Provides that at least 50% of any grant made to a unit of local government under the Act must be paid to the unit of local government at the time the Department awards the grant. Provides that the remainder shall be distributed quarterly on a reimbursement basis. Effective immediately.
Amends the Criminal Code of 2012. Provides that a prosecution for the offense of unauthorized video recording may be commenced within one year after the discovery of the offense by the victim of that offense.
Creates the Lincoln Promise Zone Act. Allows the city councils of Rockford, Aurora, and East St. Louis to each create a promise zone. Provides that the promise zone shall raise funds from private sources at least sufficient to provide each eligible student who resides within the promise zone and who graduates from a public high school located within that promise zone with the tuition necessary to obtain an associate degree or its equivalent at the local community college during the 2015-2016 and 2016-1017 academic years. Provides for the creation of a Lincoln Promise Zone Authority for the promise zone. Sets forth the membership of the Board of the Authority and the Authority's powers and duties. Requires the Authority to prepare and adopt a promise zone development plan. Creates a review committee to review promise zone development plans and their implementation. Requires the review committee to report to the General Assembly on all aspects of the Act's implementation on or before December 31, 2017. Abolishes the Authorities on January 31, 2018, and repeals the Act on January 31, 2018. Effective immediately.
Amends the Department of Central Management Services Law of the Civil Administrative Code of Illinois. Provides that the Department of Central Management Services shall distribute a spreadsheet or otherwise make data entry available to each State agency to facilitate the collection of data on the State's annual workforce characteristics, workforce compensation, and employee mobility. Provides that the Department shall determine the data to be collected by each State agency. Provides that the Department shall publish the data received from each State agency on the Illinois Transparency and Accountability Portal or another open data site annually.
Amends the Illinois Vehicle Code. Raises the penalty for a violation of the restriction on driving while a license is suspended or revoked if the violation results in an accident that causes bodily injury to a Class 4 felony if the driver has no prior violations, a Class 3 felony if the driver has previously been convicted of violating this Section, and a Class 2 felony if the driver has been convicted of violating this Section on 2 or more prior occasions.
Amends the Code of Criminal Procedure of 1963. Adds child abduction involving luring of a child to the list of offenses for which evidence of the prior commission of that offense or other listed offense may be introduced in the trial or retrial of the accused for a listed offense to prove a propensity of the accused.
Amends the Counties Code. Makes a technical change in a Section concerning the short title.
