Amends the Charter Schools Law of the School Code and the State Finance Act. Repeals provisions in the Charter Schools Law and the State Finance Act concerning the State Charter School Commission; makes related changes. Removes a provision allowing a school board to develop its own process for receiving charter school proposals. Requires the State Board of Education to compile annual evaluations of charter schools received from school boards and prepare an annual report on charter schools (instead of requiring school boards to submit to the State Board any information required by the State Board pursuant to rule). Makes changes concerning the report the State Board issues to the General Assembly and the Governor. Effective July 1, 2014.

Requests that the State of Illinois Central Management Services' Business Enterprise Program Council include the equity ownership of silent investors of the same special classification in the calculations of the majority ownership of a company and to include silent investor equity when calculating control of a company when the silent investors have given controlling authority to one or more persons of that classification.
Encourages all schools in the State of Illinois to address and help students suffering from childhood insomnia. Encourages the Illinois State Board of Education to develop rules to allow school districts to provide Individualized Education Programs to students with insomnia to further assist with their studies.
Amends the University of Illinois Act. Makes a technical change in a Section concerning the Board of Trustees.
Amends the Chicago School District Article of the School Code. Makes a technical change in a Section concerning the application of the Article and definitions.
Amends the School Code. In provisions allowing for the waiver or modification of mandates within the Code and administrative rules, provides that waivers may not be requested from laws and rules pertaining to physical education. Removes provisions allowing pupils to be excused from engaging in physical education courses for various reasons.
Amends the Sanitary District Act of 1917. Provides that beginning with the first appointment made on or after the effective date of this amendatory Act, all appointments to the Fox Metro Water Reclamation District shall be made so that no more than 3 of the 5 members are from the same political party.
Amends the School Code. Provides that federal funds received for supplemental educational services under Title I of the federal Elementary and Secondary Education Act of 1965 may only be used to fund supplemental educational services. Prohibits the State Board of Education from applying for a waiver from the federal government to use funds received for supplemental educational services under Title I for other programs.
