Amends the Illinois Lottery Law. Requires the Department of the Lottery, beginning on January 1, 2016 or as soon thereafter as is practical, to offer a special instant "Ticket for the Cure" scratch-off game. Requires the net revenue from that game to be deposited into the Ticket for the Cure Fund. Requires moneys in the Fund to be used for appropriation solely to the Department of Public Health for the purpose of making grants to public or private entities in Illinois for the purpose of increasing access to cancer screenings. Authorizes the Department to adopt rules necessary to implement and administer the game. Defines "net revenue". Extends the Carolyn Adams Ticket For The Cure scratch-off game until December 31, 2017 (from December 31, 2016). Amends the State Finance Act to create the Ticket for the Cure Fund. Effective immediately.

Amends the Cigarette Tax Act and the Tobacco Products Tax Act of 1995. Provides that a person who is both a licensed distributor and a licensed retailer shall be issued a single license number by the Department of Revenue. Provides that records may be kept electronically and may be kept at an out-of-state location so long as those records are made available upon reasonable notice for the purpose of investigation and control by the Department of Revenue. Amends the Prevention of Tobacco Use by Minors and Sale and Distribution of Tobacco Products Act. In provisions that provide for increased penalties for retailers that do not have training programs, provides that those training programs may be conducted electronically. Provides that, if a retailer has a training program in place prior to the effective date of the amendatory Act, has a training program approved by another state, or follows the guidelines set forth by the federal Food and Drug Administration, then that training program shall be deemed to meet the minimum standards in this State. Effective January 1, 2016.
Amends the Article of the School Code concerning compulsory attendance of pupils. Provides that all school districts shall, every 2 years, review and update all policies regarding attendance, absenteeism, and truancy, using data from the previous 360 regular attendance school days. Provides that each district must create and distribute an administrative procedure manual implementing the updated policies, upon approval of the school board. Provides that notice of the availability of the updated policies and administrative procedure manuals must be published in a newspaper of general circulation within the school district on or before September 30 every 2 years. Effective immediately.
Amends the State Finance Act. Creates the Election Integrity Fund as a special fund in the State treasury. Amends the Election Code. Requires that each election authority (i) conduct an election day audit of a random sample of 10% of votes cast and (ii) provide by contract or employment for the performance by one or more independent auditors of post-election parallel tabulations and audits. Provides for the scope of the audits and the resulting reports. Requires that optical scan technology and direct recording electronic voting systems meet certain federal and independent testing standards. Creates a voluntary tax checkoff for the Fund. With respect to early voting, requires that an election authority using only direct recording electronic voting systems have paper ballots available for voters wishing to use them.
Amends the Common School Fund Article of the School Code. Provides that the Average Daily Attendance figure for formula calculation purposes shall be the average of the actual number of pupils in attendance of each school district of the previous 180 regular attendance days (currently, the monthly average of the actual number of pupils in attendance of each school district, as further averaged for the best 3 months of pupil attendance for each school district). Effective July 1, 2015.
Creates the Racial Impact Note Act. Provides that every bill, the purpose or effect of which amends criminal offenses, criminal procedure, or sentencing provisions under the Criminal Code of 2012, the Code of Criminal Procedure of 1963, the Unified Code of Corrections, the Cannabis Control Act, the Illinois Controlled Substances Act, the Methamphetamine Control and Community Control Act, the Methamphetamine Precursor Control Act, or the Methamphetamine Precursor Tracking Act, shall have prepared for it, before second reading in the house of introduction, a brief explanatory statement or note that shall include a reliable estimate of the anticipated impact on: (i) the number of criminal cases per year the bill will affect; (ii) the members of racial minority groups; (iii) the operations of correctional institutions; and (iv) any other matter the Illinois Department of Corrections considers appropriate. Requires the Illinois Department of Corrections to prepare the note. Contains other related provisions regarding the vote on the necessity of the note, comment or opinion regarding the merits of the legislation included in the note, and appearance of State officials and employees in support or opposition of measure.
