Amends the Landlord and Tenant Act. Provides that a landlord must comply with standards adopted by a county or multiple county health department concerning the presence of lead paint in buildings. Provides that a landlord who fails to comply is guilty of a Class C misdemeanor. Effective immediately.

Amends the Illinois Insurance Code. Requires insurers to cover treatment of anorexia nervosa, bulimia nervosa, and posttraumatic stress disorder as serious mental illnesses. Effective immediately.
Creates the Internet Screening in Public Libraries Act. Provides that each public library must have a technology protection measure to prevent the display on a public computer of any visual depictions that are obscene, child pornography, or harmful to minors. Authorizes enforcement by the Attorney General or an individual. Provides that each public library must annually certify, under penalty of perjury, its compliance with this Act. Allows a public library to disable the technology protection measure for an adult engaged in legitimate research or some other lawful purpose. Amends the State Finance Act to create the Internet Screening in Public Libraries Fund. Fines under the Act are to be deposited into the Fund. Amounts in the Fund are to be used by the State Librarian, subject to appropriation, to implement and administer the Act. Amends the State Mandates Act to require implementation without reimbursement.
Amends the University of Illinois Act. Requires the Board of Trustees to pay for the costs of public education, outreach, and community involvement for the CeaseFire initiative of the Chicago Project for Violence Prevention under the School of Public Health of the University of Illinois at Chicago.
Appropriates $2,500,000 to the Department of Public Health for grants to the Metropolitan Chicago Hospital Council-CHC for support of the Illinois Poison Center. Effective July 1, 2006.
Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that it is an unlawful practice if an entity which sells health-related cash discount cards fails to register as an administrator of a preferred provider organization with the Illinois Division of Insurance. Prohibits a health-related discount card organization from engaging in specific activities. Provides that it is an unlawful practice if certain disclosures are not made in writing to a prospective member before purchase. Provides that it is an unlawful practice if the health-related cash discount card organization does not provide the customer a right to cancel, with full reimbursement of all membership and enrollment fees, within 30 days after the date of purchase. Provides that it is an unlawful practice if a health-related cash discount card does not safeguard protected health information.
Amends the Criminal Code of 1961 relating to the offense of indecent solicitation of an adult. Provides that arranging for a person 17 years of age or over to commit an act of sexual conduct with a person 13 years of age or older but under the age of 17 years of age is a Class 4 felony for a first offense and a Class 3 felony for a second or subsequent offense (rather than a Class A misdemeanor). Amends the Unified Code of Corrections. Provides for the assessment of an additional $10 fine for the offense of indecent solicitation of an adult. Provides that the additional fine shall be deposited into the Domestic Violence Shelter and Service Fund in the State treasury.
Amends the Transportation Article of the School Code. Requires a school board to provide free transportation for a pupil residing within one and one-half miles from school if conditions are such that walking constitutes a serious hazard to the safety of the pupil (now allowed if the hazard is due to vehicular traffic or rail crossings). Provides that guidelines as to what constitutes a serious safety hazard shall be adopted by the State Superintendent of Education (in consultation with the Department of Transportation with regard to vehicular traffic or rail crossings). Provides that the State Superintendent of Education, in consultation with the Department of Transportation with regard to vehicular traffic or rail crossings, shall review and approve or disapprove a school board's determination that a serious safety hazard exists (now the Department of Transportation makes the review and approves or disapproves the determination). Makes related changes.
Amends the University of Illinois Act. Provides that each county is annually entitled to one honorary scholarship in the university for the benefit of children of persons who served in the armed forces of the United States any time on or after September 11, 2001 and until Congress or the President orders that persons in service are no longer eligible for the Global War on Terrorism Expeditionary Medal.
Amends the Economic Development for a Growing Economy Tax Credit Act. Provides that an Applicant may qualify for tax credits if the Applicant has 100 or fewer employees and is located or will locate in a county for which the annual unemployment rate was at least 1% higher than the average annual statewide unemployment rate during the most recent year for which those statistics are available from the Department of Employment Security, the project will involve an investment of at least $500,000 in capital improvements to be placed in service, and the project will employ at least 2 New Employees within the State as a direct result of the project. Effective immediately.
