Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning definitions.
Amends the Downstate Forest Preserve District Act. Provides that a forest preserve may sell certain vacant, subdivided residential outlots if the board of commissioners determines that the sale is advantageous to the district. Sets forth other criteria for the sale of the lots. Provides that the proceeds from the sale must be set aside and used only for certain capital improvements or for the payment of bond indebtedness. Effective immediately.

Designates the part of Interstate Route 355 in Illinois as the Veterans Memorial Tollway.
Directs the Auditor General to conduct a management and program audit of the Department of State Police's (ISP) Division of Forensic Services.
Amends the Township Code. Makes a technical change in a Section concerning the power to acquire park land.
Directs the House Elections & Campaign Reform Committee to hold four hearings on the primary election and ballot count conducted in Cook County at the March 2006 primary election.
Amends the Election Code. Authorizes the State Board of Elections to seek judicial enforcement and injunctive relief against a political committee for unpaid civil penalties imposed by the Board with respect to campaign finance reporting violations. Prohibits certification of candidates whose committees have outstanding civil penalties (now, prohibits the name of a candidate with unpaid penalties from appearing on the ballot).
Creates the Joint Task Force on Resident Student Enrollment for the purpose of reviewing the University of Illinois's proposed change in enrollment policies and determining the benefits or drawbacks to the State of enacting these new policies.
