Amends the Children with Disabilities Article of the School Code. Makes a technical change in a Section concerning definitions.

Makes appropriations for the ordinary and contingent expenses of the Guardianship and Advocacy Commission for the fiscal year beginning July 1, 2015, as follows: General Funds $9,000,000; Other State Funds $2,300,000; Total $11,300,000.
