Amends the Newborn Metabolic Screening Act. Provides that the Department of Public Health shall provide newborns with expanded screening tests for the presence of Mucopolysaccharidosis I (Hurler disease), Mucopolysaccharidosis II (Hunters disease), and Severe Combined Immunodeficiency Syndrome (SCIDS). Provides that if the Department is unable to provide expanded screening for SCIDS using the State Laboratory within 180 days after the effective date of the amendatory Act, then the Department shall temporarily provide the screening through an accredited laboratory selected by the Department until the Department has the capacity to provide screening through the State Laboratory. Permits the Department to substitute the fee charged by the accredited laboratory, plus a 5% surcharge for documentation and handling for the fee authorized if expanded screening is provided on a temporary basis through an accredited laboratory. Effective immediately.

Amends the Uniform Act for the Extradition of Persons of Unsound Mind. Makes a technical change in a Section concerning the construction of the Act.
Amends the Technology Development Act. Authorizes the State Treasurer to segregate up to 3% of the Treasurer's investment portfolio in the Technology Development Account IIa. Authorizes investments from the account to provide venture capital to help attract, assist, and retain quality technology businesses in Illinois. Provides that the Treasurer may solicit proposals from entities to manage and be the General Partner of Technology Development Account IIb, a separate fund consisting of investments from private sector investors that must invest, at the direction of the Treasurer, in tandem with TDA IIa. Sets restrictions and conditions. Effective immediately.
Amends the Sex Offender Registration Act. Provides that a sex offender shall also register with the public safety or security director of the institution of higher education which he or she is employed at or attends. Provides that the registration fees shall only apply to the municipality or county of primary registration, and not to campus registration.
Amends the Illinois Municipal Code. Provides that the corporate authorities of a municipality may, by ordinance, regulate sound devices. Defines sound devices to mean any radio, tape recorder, cassette player, or any other device for receiving broadcast sound or reproducing recorded sound.
Amends the Illinois Administrative Procedure Act, the State Finance Act, the Nursing Home Care Act, and the Illinois Public Aid Code. Renames the Family Care Fund the Medical Interagency Program Fund. Provides that the Fund is created for the purposes of receiving, investing, and distributing moneys in accordance with (i) an approved State plan or waiver under the Social Security Act (instead of a waiver under the Social Security Act resulting from a specified Family Care waiver request) and (ii) an interagency agreement. Makes changes to provisions concerning: the prescreening of long term care facility residents who apply for Medicaid; the FamilyCare program; emergency services audits; and other matters. Repeals a provision requiring the Department of Healthcare and Family Services to operate a pilot project to determine the effect of raising the income and non-exempt asset eligibility thresholds for certain persons with disabilities on those persons' ability to maintain their homes in the community and avoid institutionalization. Repeals a provision requiring the Department of Human Services and the Department of Healthcare and Family Services to jointly establish an interagency committee to assist the departments in making recommendations on incorporating health care advocates into education, training, and placement programs geared towards TANF recipients. Repeals The Illinois Welfare and Rehabilitation Services Planning Act. Effective immediately.
Amends the Public Utilities Act. Deletes language that provides that no construction shall commence on any new nuclear power plant to be located within the State, and no certificate of public convenience and necessity or other authorization shall be issued therefor by the Illinois Commerce Commission, until the Director of the Illinois Environmental Protection Agency finds that the United States Government, through its authorized agency, has identified and approved a demonstrable technology or means for the disposal of high level nuclear waste, or until such construction has been specifically approved by a statute enacted by the General Assembly. Deletes the definition of "high level nuclear waste". Effective immediately.
Creates the State Facility Overtime Act. Provides that the Director of the State agency responsible for the operation of specified State facilities (or the Director's designee or agent) may not require an employee to accept work in excess of an agreed upon, predetermined, and regularly scheduled daily work shift, not to exceed 40 hours per week. Provides for: exceptions to the prohibition; posting a summary of the Act and applicable rules; investigation of complaints by the Illinois Department of Labor and disposition of complaints; adoption of administrative rules; construction; and other matters. Effective immediately.
Amends the School Code. Allows school boards to award high school diplomas to honorably discharged veterans who served in the armed forces of the United States during the Vietnam Conflict. Effective immediately.
Amends the Unified Code of Corrections. Provides that in all convictions for driving under the influence in which the person received any injury to his or her person or damage to his or her real or personal property as a result of the criminal act of the defendant, the court shall order restitution. Effective immediately.
