Amends the Vital Records Act. Provides that after each fetal death that occurs in this State after a gestation period of at least 20 (instead of 26) completed weeks, the person who files a required fetal death certificate in connection with that death shall, only upon request by the woman who delivered the stillborn fetus, also prepare a certificate of birth resulting in stillbirth (instead of a certificate of stillbirth). Provides that in the case of a fetal death that occurred in this State after a gestation period of at least 20 (instead of 26) completed weeks and before the effective date of the amendatory Act, a parent of the stillborn child may request that the person who filed a required fetal death certificate in connection with that death shall also prepare a certificate of birth resulting in stillbirth (instead of a certificate of stillbirth). Changes other references from certificate of stillbirth to certificate of birth resulting in stillbirth.

Amends the State Officials and Employees Ethics Act. Provides that no executive branch constitutional officer or member of the General Assembly may make public announcements of any State grant or State funded project of any kind within 60 days before a general election.

Creates the Illinois Solid Waste Hauling and Recycling Program Act. Provides that any person who engages in the business of collecting or hauling garbage, municipal waste, recyclable material, landscape waste, brush, or other refuse operating in specified counties or municipalities shall offer the collection of recyclable materials from any commercial business, commercial property, or institutional facility. Provides that recyclable materials collected by a hauler within a county shall not be deposited into a landfill or incinerator unless all reasonable efforts have been made by the hauler to sell those recyclable materials to a processor or end user. Provides that counties and municipalities may require haulers operating within their boundaries to obtain license decals. Requires recycling centers or recycling center operators to report to the Illinois Environmental Protection Agency. Provides that the new requirements apply only to contracts for collecting or hauling of garbage, municipal waste, recyclable material, landscape waste, brush, or other refuse entered into, renewed, or extended on or after the effective date of the Act. Provides that a home rule unit may not regulate haulers in a manner less restrictive than the regulation of haulers under the Act. Amends the Illinois Municipal Code. Provides that the contract provisions of the Act are subject to the provisions of the Illinois Solid Waste Hauling and Recycling Program Act, and apply only to contracts or franchises regulated by the Illinois Solid Waste Hauling and Recycling Program Act awarded prior to the effective date, provided that the contract is not modified to cover additional categories of refuse, waste, or material. Amends the Solid Waste Planning and Recycling Act. Provides that the Act is subject to the provisions of the Illinois Solid Waste Hauling and Recycling Program Act. Effective immediately.

Amends the Local Records Act. Provides that any person who knowingly, without lawful authority and with the intent to defraud any party, public officer, or entity, alters, destroys, defaces, removes, or conceals any public record commits a Class 4 felony.

Amends the State Revenue Sharing Act and the Illinois Income Tax Act. Provides that, from each income tax payment that the Department of Revenue receives, the Department must deposit certain amounts directly into the Local Government Distributive Fund (currently, the Department deposits the tax payment into the General Revenue Fund and the Treasurer then transfers a percentage of the net revenue to the Local Government Distributive Fund). Effective immediately.

Amends the Collateral Protection Act. Provides that a servicer subject to regulations issued by the Consumer Financial Protection Bureau under the Dodd-Frank Act that places hazard insurance in substantial compliance with those regulations shall be deemed in substantial compliance with this Act. Effective immediately.

Amends the Great Lakes-St. Lawrence River Basin Water Resources Compact Act. Makes a technical change in a Section concerning the short title.

Amends the Illinois Police Training Act. Provides that the Illinois Law Enforcement Training Standards Board shall conduct or approve a training program in veterans' awareness for law enforcement officers of local government agencies. Provides that the purpose of the program shall be to identify issues relating to veterans and to provide guidelines for appropriate responses to such issues.

Amends the Real Estate Appraiser Licensing Act of 2002. Provides that a county or municipal engineer employed by a county or municipality or a consulting engineer under contract with a municipality (rather than only a county engineer employed by a county) is not required to have a license to perform a valuation in an amount less than $10,000 that is performed pursuant to certain federal law.

Amends the Emergency Telephone System Act. Provides that an entity that installs or operates a private business switch service shall install and operate that service such that when a user dials the digits "9-1-1" the emergency call can be connected to the 9-1-1 system without first dialing any number or set of numbers. Sets forth penalties for failing to comply with the requirements of this amendatory Act. Effective immediately.
