Amends the Illinois Notary Public Act. Provides that every applicant for appointment and commission as a notary shall complete an application in a format prescribed by the Secretary of State stating, among other things, that the applicant has not been convicted of a felony within the 10 years immediately preceding the date of application (now, the applicant must state that the applicant has not been convicted of a felony).

Amends the Barber, Cosmetology, Esthetics, Hair Braiding, and Nail Technology Act of 1985. Provides that all apprentices shall be employed under an apprenticeship agreement between the sponsoring salon or shop and the apprentice that is approved by the Department of Labor. Provides requirements for the completion of an apprenticeship program, including training hours and supplemental instruction. Provides that an apprentice shall only provide licensed services under the supervision of a cosmetologist, barber, esthetician, or nail technician with an active license and for the scope of services for which the supervising licensed professional is licensed to practice. Requires apprentices to be trained in all branches of practical work and related supplemental instruction for the scope of practice for the license the apprentice seeks to obtain. Defines "apprentice". Provides that a person is qualified for a license as a barber if the person has graduated from a school of barbering or school of cosmetology approved by the Department of Financial and Professional Regulation or completed an apprenticeship under the Act (rather than only if the person has graduated from a school). Provides that the Department shall prescribe reasonable rules for the registration of apprentices.
Creates the Disposable Food Service Container Act. Provides that, beginning January 1, 2030, a person may not sell or distribute in this State a disposable food service container that is composed in whole or in part of polystyrene foam. Specifies that the prohibition does not apply to any activity authorized under an ordinance or resolution adopted by a unit of local government on or before January 1, 2024 or with respect to sales made to a unit of local government for use by the unit of local government for its internal operations. Sets forth penalties for violations of the Act. Limits home rule powers. Effective immediately.

Amends the Affordable Housing Planning and Appeal Act. Requires non-exempt local governments to provide residents with notice and the opportunity for comment at a public hearing prior to adopting an affordable housing plan. Requires a non-exempt local government to provide proof of its compliance with the notice and public hearing requirements when it submits a copy of its affordable housing plan to the Illinois Housing Development Authority. Expands the list of information that must be provided in the affordable housing plan to include, (i) an identification of "specific lands" (rather than "lands") within the jurisdiction that are most appropriate for the construction of affordable housing, (ii) proposed timelines to commence "specific actions and deadlines" (rather than "actions") to implement the components of the affordable housing plan, and (iii) incentives, including certain measures to address the need for affordable housing, that the local government may provide for the purpose of attracting affordable housing. In a provision permitting certain persons to appeal a local government's denial of a proposed affordable housing plan, expands the list to include a service provider that is under contract to provide services for potential residents of a proposed supportive housing project or community-integrated living arrangement that is included in the proposed affordable housing plan. Contains provisions concerning final actions or decisions by the governing body of the local government on the proposed affordable housing plans; appeal procedures and timelines; and other matters. Expands the Illinois Housing Development Authority's rulemaking authority to include the adoption of rules and regulations concerning the substance of affordable housing plans consistent with the changes made in the amendatory Act.
Amends the Department of Professional Regulation Law of the Civil Administrative Code of Illinois. In provisions concerning applicants with criminal convictions, requires the Department of Financial and Professional Regulation to consider various factors when considering whether a prior conviction is directly related to the ability of an applicant to safely perform the duties, functions, and responsibilities of the position (instead of whether a prior conviction will impair the ability of the applicant to engage in the practice). Removes the requirement that a person who is licensed or registered to engage in any of the professions licensed or registered by the Department be of good moral character. Prohibits the Department from using a vague term in its consideration of a criminal record and decision regarding whether a criminal record is disqualifying for licensure, certification, or registration, including, but not limited to, "good moral character", "moral turpitude", or "character and fitness". Makes other changes. Amends the Barber, Cosmetology, Esthetics, Hair Braiding, and Nail Technology Act of 1985. Provides that no application shall be automatically placed on hold, delayed, denied, or otherwise not processed by the Department because it was submitted by a person who is incarcerated. Provides that when determining the qualifications for a license, the Department shall include practice that is supervised by a licensee while a person is incarcerated.
Amends the Open Space Lands Acquisition and Development Act. Provides that, notwithstanding any other provision of law, moneys in the Open Space Lands Acquisition and Development Fund may not be appropriated, assigned, or transferred to another State fund. Effective immediately.
Amends the Illinois Housing Development Act. Requires the Illinois Housing Development Authority (Authority) to establish and administer a First-Generation Homebuyer Down Payment Assistance Program to provide targeted assistance to eligible first-generation homebuyers throughout the State for the purchase of a single-family or non-commercial multi-family residence. Sets forth eligibility requirements. Permits the Authority to prioritize assistance to applicants purchasing homes in designated community priority areas, applicants with household income below 80%, and applicants purchasing homes in areas with low homeownership rates, high housing costs burdens, or limited access to affordable mortgage credit. Provides that assistance under the program shall be provided as a forgivable loan to be forgiven pro rata on a monthly basis over a 5-year period of continuous owner-occupancy. Sets forth the available loan amounts and provides that assistance funds may be used for down payments, closing costs, mortgage insurance, interest rate buydowns, or principal reduction. Permits the Authority to waive repayment in cases of documented financial hardship that is beyond the control of the homebuyer. Permits the Authority to adopt rules to implement and administer the program. Effective July 1, 2026.

Davis on his retirement from the U.S. House of Representatives, commends him for a lifetime of dedicated public service to the City of Chicago, the County of Cook, the State of Illinois, and the United States of America, and wishes him continued health and happiness in his well-deserved retirement.
Expresses gratitude to Larry Gies and to Beth Gies for their acts of profound generosity to the University of Illinois System. Expresses continuing and undiminished gratitude to those who have fallen in service to the United States of America, this gratitude being symbolized by the recognition of those from the University of Illinois who served and died in World War I and subsequent conflicts. Expresses the belief that on October 28, 1924, the University of Illinois made a solemn pledge at the dedication ceremony of Memorial Stadium to those whose names are inscribed on its columns, a pledge that should not be altered for the sake of obtaining funding from alumni or any other entity. Calls upon the University of Illinois Board of Trustees, the Department of Intercollegiate Athletics, and Larry and Beth Gies to agree that an alternate means of acknowledging their gift is appropriate. Urges that the name of the structure standing between First and Fourth Streets on the campus of the University of Illinois be permanently restored to "Memorial Stadium".
