Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that the rate of tax on certain items of tangible personal property purchased from a certified small business is 5.25% (instead of 6.25%). Provides that the rate of tax on certain items of tangible personal property purchased by a small business that participates in a small business incentive program established by the Department of Revenue is 5.25% (instead of 6.25%). Provides that the Department of Revenue shall certify those small businesses and shall establish the small business incentive program. Provides that businesses that participate in the small business incentive program shall be charged a fee of $250 per year. Effective January 1, 2013.

Amends the Residential Mortgage License Act of 1987, the High Risk Home Loan Act, and the Interest Act. Limits the imposition of prepayment penalties in connection with high risk home loans. Limits the size of balloon payments in connection with high risk home loans. Limits the imposition of late fees. Effective January 1, 2013.
Creates the Young Adult Community State Employment Plan Act. Defines young adult as a person who is at least 16 years old but no more than 25 years old. Provides that the purposes of the Act relate to Illinois' young adult community as to: delivery of State services; State employment; State agencies' goals; and a Young Adult Community State Employment Plan. Defines terms. Provides that the Department of Central Management Services shall: develop and implement plans to increase the number of young adult community members employed by State government; prepare a Young Adult Community State Employment Plan; annually report to the General Assembly State agency activities under the Plan; and assist State agencies with training programs. Provides that each State agency shall implement the Plan and provide a Plan report annually to the Department. Creates the Young Adult Community State Employment Plan Advisory Council with 11 members (each a subject matter expert on the young adult community), appointed by the Governor, who shall serve without compensation, but be reimbursed for reasonable expenses from appropriated funds. Includes other provisions. Effective immediately.
Resolves that before the House of Representatives votes on third reading on any bill that will reduce the amount of benefits or services provided under the medical assistance (Medicaid) program under the Illinois Public Aid Code as proposed by the Governor, the Governor shall file with the House a report that analyzes the impact of the proposed reductions according to the race, gender, and age of affected Medicaid recipients and the impact on hospitals and on healthcare providers and that explains the expected long-term impact and short-term benefits of the proposed reductions and how the proposed reductions could impact employment in Illinois.
Amends the Cannabis Control Act. Provides that a person who knowingly possesses not more than 28.35 grams of any substance containing cannabis is guilty of a petty offense and shall be fined $500 for a first offense, $750 for a second offense, and $1,000 for a third or subsequent offense. Provides that the delivery of not more than 28.35 (rather than 10) grams of any substance containing cannabis without consideration is a casual delivery treated as a possession offense for purposes of penalties. Provides that 50% of the fines collected under the Act shall be allocated to or among the law enforcement agency or agencies of the unit or units of local government which conducted the seizure.
Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that the Department shall establish a searchable online database containing information about businesses located in Illinois. Contains provisions concerning registration of businesses. Provides that the Department shall charge an initial registration fee of $100 for small businesses and $200 for businesses that are not small businesses. Provides that the Department shall charge an annual fee of $25 for each registered small business and $50 for each registered business that is not a small business. Provides that the fees shall be deposited into the Illinois Chamber of Commerce Support Fund. Amends the State Finance Act to create the Fund.
Amends the Illinois Procurement Code. Provides that no service business is a small business if its average annual gross revenue for its 3 most recently completed fiscal years equals or exceeds $6,000,000. Amends the Small Business Contracts Act. Defines "very small business". Provides that not less than 1% of the total dollar amount of State contracts shall be established as a goal to be awarded to very small businesses. Effective immediately.
Creates the Prisoner Census Adjustment Act. For purposes of creating election districts and redistricting, requires that State and local governmental bodies use census figures adjusted to reflect the pre-incarceration addresses of persons imprisoned in State or federal facilities in Illinois. Requires the Secretary of State to prepare and disseminate adjusted population counts no later than 30 days after publication of census redistricting data by the United States Census Bureau. Requires each State and local governmental entity that operates a facility for the incarceration of persons convicted of a criminal offense to submit a report to the Secretary of State containing certain information about individuals who are incarcerated at those facilities, including age, gender, race, and last known address prior to incarceration. Effective January 1, 2020.
Amends the Unemployment Insurance Act. Provides that the Department of Employment Security shall periodically ascertain the average weekly household income for Illinois households. Provides that, if the wages of an otherwise eligible individual who is a part-time worker in a week, combined with the individual's weekly benefit amount, do not exceed the lesser of the individual's final regular wages, not including overtime or bonuses, at the individual's last full-time position the average weekly household income for Illinois households, then the individual is eligible to receive the same weekly benefit amount to which the eligible individual would be entitled if he or she were not working part-time. Provides for a reduced weekly benefit amount under specified circumstances. Provides that benefits under the new provisions are available only during an individual's period of regular benefits and not during any period of extended benefits. Provides that, if an individual who is a part-time worker in a week is eligible for benefits under any other provision of the Act or rule of the Department in amount that is greater than the amount to which an individual is eligible for benefits under the new provisions, then that other provision or rule shall control.
Amends the Illinois Lottery Law. Requires the Department of Revenue, beginning on January 1, 2012 or as soon thereafter as is practical, to offer a special instant "Scratch-Out Crime" scratch-off game. Requires the net revenue from that game to be deposited into the Municipal Police Hiring Assistance Fund for appropriation by the General Assembly solely to the Department for distribution on a pro rata share, based on population, to municipal police departments in the State for the hiring of municipal police officers. Authorizes the Department to adopt rules necessary to implement and administer the game. Defines "net revenue". Amends the State Finance Act to create the Municipal Police Hiring Assistance Fund. Effective immediately.
