Amends the Code of Civil Procedure. Provides that any deed executed pursuant to the Mortgage Foreclosure Article or judgment vesting title by a consent foreclosure shall state the grantee's or mortgagee's name (and the name of a contact person), street and mailing addresses, and telephone number. Upon the receipt of a judgment vesting title by a consent foreclosure or deed executed pursuant to the Mortgage Foreclosure Article, the grantee or mortgagee shall post on the property, while the property is vacant, a notice that states the name (and the name of a contact person), street and mailing addresses, and telephone number of the grantee or mortgagee. Effective immediately.

Amends the Payday Loan Reform Act. Changes the definition of "payday loan" to include any loan with a finance charge exceeding an annual percentage rate of 36% (instead of with a finance charge exceeding an annual percentage rate of 36% and with a term that does not exceed 120 days). Provides that no lender may make a payday loan with periodic payments unless the periodic payments are substantially equal term payments and, if paid as scheduled, result in full payment of the principal and interest owed on the loan at the end of the loan term. Requires the licensee, as part of the information that he or she must collect and maintain, to include the total number of lawsuits filed by the licensee or its agent against consumers to collect on payday loans from consumers during the preceding calendar year. Prohibits a licensee or a person making payday loans from evading the requirements and prohibitions of the Act by use of a device or subterfuge including, but not limited to, (i) disguising a payday loan as a different type of transaction, or (ii) characterizing a required fee as a purchase of a good or service in connection with a payday loan. Authorizes the Department to develop rules to determine if any person or entity seeks to evade the applicability of this Act by any device, subterfuge, or pretense. Effective immediately.

Amends the Probation and Probation Officers Act. Makes a technical change in a Section concerning arrests made by probation officers.

Amends the School Code. Requires the State Board of Education to establish a standard student expulsion policy that applies to each school district in this State. Requires a district's pupil discipline policy to conform to the standard student expulsion policy. Requires a school board to furnish a copy of the district's pupil discipline policy to the parents or guardian of each pupil within 15 days after the beginning of the school year or within 15 days after starting classes for a pupil who transfers into the district during the school year and to require that each school inform its pupils of the contents of its policy (now permissive with respect to school boards other than the Chicago Board of Education).

Amends the Illinois Vehicle Code. Provides that the Secretary of State shall provide that the manual for drivers known as "The Rules of the Road" shall instruct readers to turn off the cruise control when operating a vehicle on wet or icy pavement or in weather conditions of rain, freezing rain, sleet, or snow.

Amends the Condominium Property Act. Provides that in the event of a sale of a condominium unit by a unit owner, no condominium association shall exercise any right of refusal, option to purchase, or right to disapprove the sale, on the basis of the type of financing used by the purchaser.

Amends the State Police Act and the Illinois Police Training Act. Provides that the Illinois Law Enforcement Training Standards Board shall develop guidelines and training for use by State and local law enforcement officers to address issues related to child safety when a caretaker parent or guardian is arrested. Establishes the minimum guidelines and training that must be included by the Board. Amends the Code of Criminal Procedure of 1963. Provides that if, upon questioning by a peace officer immediately following a person's arrest, the arrested person is identified as a custodial parent or guardian with responsibility for a minor child, the arrested person shall be entitled to make 2 telephone calls, in addition to the telephone calls permitted under the Code, at no expense if the telephone calls are completed to telephone numbers within the local calling area, to a relative or other person for the purpose of arranging for the care of the minor child or children in the parent or guardian's absence. Provides that a public officer or employee who knowingly deprives an arrested person of any right granted by this provision is guilty of a Class A misdemeanor.

Amends the Illinois Horse Racing Act of 1975 and the Riverboat Gambling Act. Requires each automated teller machine located within a facility operated by an organization licensee and inter-track wagering location licensee or on a riverboat or the home dock of the riverboat operated by an owners licensee to allow a patron to deposit moneys into his or her bank account. Effective immediately.

Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Provides that by January 1, 2008, the Department of Public Health shall promulgate rules for all health care facilities subject to licensure, certification, registration, or other regulation by the Department requiring compliance with the recommendations of the U.S. Centers for Disease Control and Prevention concerning human immunodeficiency virus (HIV) testing. Provides that the Department shall conduct a public information campaign for health care providers not subject to regulation by the Department, including physicians, health facilities, public health departments, other public and private health care providers, laboratories, and the general public regarding the importance to the public health of conducting HIV screening in health care settings. Provides that the Department shall create and administer a training program for health care providers who have a need for understanding matters relating to HIV and AIDS in accordance with the CDC recommendations. Provides that this training may be made available to public employees and the employees of private agencies and that the Department may charge fees to cover the actual costs of the training. Provides that the Department shall recommend and approve tests or testing procedures used in determining, preventing, and controlling HIV and AIDS. Effective immediately.
