Creates the Afterschool Youth Development Project Act. Provides that because it is the policy of this State to provide all young people between the ages of 6 and 19 with access to quality afterschool programs through a State commitment to sufficient and sustainable funding for programs that promote positive youth development, the Illinois Youth Development Council is created. Provides that the purpose of the Council is to provide oversight and coordination to the State's public funds currently invested to support positive youth development programs and activities and to set system-wide policies and priorities to accomplish 5 specified objectives. Provides that the Council shall be governed by a board of no less than 28 and no more than 32 members and that the Council shall reflect the regional, racial, socio-economic, and cultural diversity of the State to ensure representation of the needs of all Illinois youth. Contains provisions concerning Council member appointments; the establishment of an independent Youth Advisory Group; the major objectives of the Council; afterschool demonstration programs; reporting requirements; and other matters. Provides that the Council shall be created within the Department of Human Services and that the Department shall provide resources to the Council including administrative services and data collection. Effective immediately.

Amends the MR/DD Community Care Act. Requires the Director of the Department of Public Health to appoint a MR/DD Facility Advisory Board to advise and consult with the Department on all aspects of its responsibilities under the Act. Contains provisions on the composition of the Advisory Board. Changes all references to the Long-Term Care Facility Advisory Board to the MR/DD Facility Advisory Board. Effective July 1, 2010.
Amends the State Finance Act. Provides that federal moneys paid to the State for certain child welfare services provided by described community mental health providers shall be deposited into the DCFS Children's Services Fund and used to provide child welfare services. Effective immediately.
Amends the Illinois Vehicle Code. Provides that no property owner shall allow any unreasonable obstruction of a designated aisle or parking place specifically reserved for persons with disabilities after 24 hours following the conclusion of an adverse weather event. Provides that no property owner shall allow the accumulation of debris or large objects, such as trash containers, to unreasonably obstruct any designated aisle or parking place specifically reserved for persons with disabilities without providing suitable and equivalent alternative parking spaces on-site. Provides that a person who violates these provisions shall be guilty of a petty offense and pay fine of not more than $250. Effective January 1, 2011.
Creates the Farmers' Market Technology Improvement Program Act. Provides that out of funds appropriated to the Department of Human Services for the LINK program, the Department, in cooperation with the Illinois Department of Agriculture, shall use whatever monies are necessary to implement the Farmers' Market Technology Improvement Program to assist nontraditional fresh food markets, such as farmers' markets, Green Carts, market boxes, farm stands and mobile farm stands, produce stands, and other open-air markets, to develop the capability to accept wireless electronic payment cards, including electronic benefits transfer cards or LINK cards, and maintain the equipment usage. Provides that the purpose of the program is to increase access to fresh fruits and vegetables and other LINK eligible food products, including quality meat and dairy, for all Illinois residents by allowing LINK program participants to redeem their SNAP benefits at nontraditional fresh food markets. Requires grant funding to be used for one or more specified purposes including the purchase or rental of wireless point of sale terminals capable of processing SNAP benefits disbursed under the LINK program. Effective July 1, 2010.
Creates the Lupus Education and Awareness Act. Establishes the Lupus Education and Awareness Program within the Department of Public Health. Provides that the Program shall raise public awareness, educate consumers, and educate and train health professionals, human service providers, and other audiences. Sets forth the responsibilities of the Director of the Department of Public Health concerning the Program. Provides that the Department shall establish and coordinate the Interagency and Partnership Advisory Panel on Lupus. Sets forth the membership guidelines and duties of the Panel. Provides that subject to the availability of funds, the Department may make expenditures of up to $2,500 for the fiscal year 2010 for use toward providing educational materials to clinics.
Creates the Public Corruption Profit Forfeiture Act and amends the Election Code. Provides for the forfeiture to the State of Illinois of proceeds and profits derived through violations of the statutes concerning intimidation by public officials, bribery, or providing, attempting, offering to provide or soliciting, accepting, or attempting to accept a kickback, or including, directly or indirectly, the amount of any kickback prohibited in the contract price charged by a subcontractor to a prime contractor or a higher tier subcontractor or in the contract price charged by a prime contractor to any unit of State or local government for a public contract a kickback. Provides for distribution of the proceeds from forfeited property. Includes a continuing appropriation to the Department of State Police. Effective immediately.
Amends the Illinois Vehicle Code. Provides that a person commits crowding or threatening a bicyclist when a person driving a motor vehicle recklessly drives the motor vehicle unnecessarily close to, toward, or near a bicyclist. Provides that every person convicted of crowding or threatening a bicyclist shall be guilty of a Class A misdemeanor if the violation does not result in great bodily harm or permanent disability or disfigurement to another. Provides that if a crowding or threatening a bicyclist violation results in great bodily harm or permanent disability or disfigurement to another, the person shall be guilty of a Class 4 felony. Provides that a person commits projecting or throwing missiles at bicyclists, a Class A misdemeanor, when a person projects or throws any missile (defined as any object or substance) at or against a bicyclist. Effective immediately.
Amends the State Commemorative Dates Act. Designates each February 28th as a day for the commemoration of and reflection upon the contributions of African American slaves to Illinois and the United States. Effective immediately.
Amends the Public Utilities Act. Makes a technical change in the short title Section.
