Amends the Criminal Identification Act. Makes a technical change in the Section concerning policing bodies furnishing fingerprints and descriptions of persons arrested to the Department of State Police and relating to the expungement of arrest records and the sealing of the records of the clerk of the circuit court.

Amends the School Code. Provides that as a prerequisite to receiving a high school diploma, each student entering the 9th grade in the 2005-2006 school year or a subsequent school year must perform 40 hours of community service, unless the student is exempted by the school board. Provides that each school board shall determine what constitutes 40 hours of community service and the criteria for exempting a student from the community service requirement. Provides that a student granted an exemption must complete an alternative assignment. Amends the State Mandates Act to require implementation without reimbursement.
Amends the School Code. Makes a technical change in a Section concerning boundary changes.
Amends the School Code. Beginning July 1, 2004, provides that issuance or renewal of a teaching certificate is contingent upon certification in first aid and CPR. Requires the State Board of Education to adopt rules for continuing education in first aid and CPR.
Amends the Counties Code. Makes a technical change in a Section concerning the powers and duties of State's attorneys.
Amends the School Code. Makes changes in provisions concerning the waiver of mandates within the School Code and administrative rules. Provides that waivers may not be requested pertaining to limitations on substitute teachers. Provides that affected exclusive collective bargaining agents shall be notified of the public hearing on the waiver application at least 10 (instead of 7) days prior to the hearing, and provides that they shall be allowed to participate in the public hearing. Provides that the school district shall provide written verification in the application that the exclusive bargaining agents have been notified. Provides that an approved waiver from a mandated student subject area may remain in effect for a period not to exceed 3 (instead of 5) school years. Provides that such a waiver may be renewed only once and adds requirements concerning the renewal. Allows either house of the General Assembly to disapprove the State Board of Education's report on waivers by adoption of a resolution (instead of requiring both houses to adopt the resolution). Effective immediately.
Amends the Property Tax Code. Provides that, notwithstanding any other provision of the Code, if a school district adopts, in a fiscal year, an additional or supplemental budget as a result of the voters in the school district having voted in favor of an increase in the annual tax rate for educational or operations and maintenance purposes or both at an election held after the adoption of the annual school budget adopted in that fiscal year, the county clerk shall include, in the extension of taxes made during that fiscal year, the extension of taxes for the supplemental or additional budget adopted by the school district.
Amends the School Code. Requires a criminal background investigation of charter school governing body members. Provides that a charter school is not exempt from a Section of the Code regarding the interest of board members in school contracts. Makes a change concerning when a school board must file the report granting or denying a charter school proposal with the State Board of Education. Effective immediately.
Amends the Illinois Municipal Code. Provides that any municipality may enter into a long-term energy contract, even if the length of the contract would exceed the term of office of the corporate authorities that approved the contract. Effective July 1, 2003.
Amends the School Code. Makes a technical change in a Section concerning school energy conservation.
