Appropriates $2,000,000 from the General Revenue Fund to the State Board of Education for the training of aspiring minority public school principals in City of Chicago School District 299. Effective July 1, 2006.
Amends the Illinois Human Rights Act. Provides that: a charge filed with the Equal Employment Opportunity Commission within 180 days after the date of the alleged civil rights violation shall be deemed filed with the Department of Human Rights; upon receipt of a charge filed with the EEOC, the Department shall notify the complainant that the complainant may proceed with the Department and the complainant must notify the Department of his or her decision in writing within 35 days of receipt of the Department's notice and the Department shall close the case if the complainant does not do so; if the complainant proceeds with the Department, the Department shall take no action until the EEOC makes a determination on the charge; the Department shall cause the charge to be filed upon receipt of the EEOC's determination; at the Department's discretion, the Department shall either adopt the EEOC's determination or process the charge under the Act; and adoption of the EEOC's determination shall be deemed a determination by the Department. Effective immediately.
Amends the Vocational Education Act. Makes a technical change in a Section concerning accepting federal law.
Amends the Public Utilities Act. Makes a technical change in the short title Section.
Amends the Chicago School District Article of the School Code. In a Section concerning the removal of teachers and principals, provides that each person on the State Board of Education's list of prospective hearing officers must have had a minimum of 5 years of experience as an arbitrator or attorney (instead of requiring that he or she be accredited by a national arbitration organization and have had a minimum of 5 years of experience as an arbitrator in cases involving labor and employment relations matters between educational employers and educational employees or their exclusive bargaining representatives). Makes a technical change having a revisory function.
Amends the Chicago Teacher Article of the Illinois Pension Code. Provides that the Board of Education shall demand and direct and the city council of the city shall levy a tax of 0.1% annually upon all taxable property in the city. Provides that revenues derived from the tax shall be paid to the city treasurer of the city as collected and held by him or her for the benefit of the Public School Teachers' Pension and Retirement Fund of Chicago. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Chicago Teacher Article of the Pension Code. Increases the amount of unused sick time that may be included in calculating the retirement pension, from 244 to 315 days. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Public Utilities Act. Makes a technical change in the short title Section.
Amends the School Construction Law. Makes a technical change in a Section concerning carry over projects.
