Amends the School Code. Makes a technical change in a Section concerning the State aid formula.

Amends the Illinois Vehicle Code and the Unified Code of Corrections. Transfers language regarding penalties for driving under the influence of alcohol, drugs, or intoxicating compounds from the disposition provision of the Unified Code of Corrections to the DUI provision of the Illinois Vehicle Code. Consolidates certain language within both provisions to create new language within the Illinois Vehicle Code provision and to increase the penalties that may be imposed in certain circumstances. Makes corresponding changes in other provisions of the Unified Code of Corrections and in the Clerks of Courts Act. Amends the Illinois Vehicle Code to provide that a person commits aggravated DUI if he or she commits DUI while driving a school bus with persons 18 years of age or younger on board (rather than with children on board).
Congratulates Officer William D. Freeman on the occasion of his retirement after 40 years on the police force.
Amends the Federally Subsidized Housing Preservation Act. Changes the short title to the Federally Assisted Housing Preservation Act, and replaces references to "subsidized housing" with references to "assisted housing". Requires the owner of an assisted housing development to give 12 (instead of 6) months notice of the owner's intent to sell or otherwise dispose of the assisted housing; also requires notice of the owner's intent to complete prepayment or complete termination of the development's participation in a federal subsidy program or termination of the development's affordability restrictions. Provides for representation of a tenant association by a not-for-profit corporation or private purchaser. Requires that the owner offer the property for sale to a tenant association within 60 days after the association has complied with the requirements of the Act concerning notice to the owner. Requires that a tenant association notify the owner of its intent to purchase the property within 90 (instead of 30) days after receiving the owner's offer of sale. Effective immediately.
Amends the School Code. Allows a joint agreement made up of school districts or a regional superintendent of schools on behalf of schools and programs operated by the regional office of education to apply for a waiver or modification of mandates within the School Code and State Board of Education rules. Effective immediately.
Encourages the State to end its practice of allowing waivers of School Code mandates related to physical education.
Mourns the death of Vernon Jarrett, former columnist for the Chicago Sun-Times, the Chicago Tribune, and the Chicago Defender.
Supports the development of the National Youth Network and the Kenwood Oakland Community Organization in its mission of developing youth leaders who are prepared to create positive changes in communities of Illinois.
