Amends the Community Services Act. Provides that if a new governmental mandate effective on or after July 1, 2007 (i) is imposed upon a private service provider, corporation, local government entity, or voluntary association providing services to persons with mental illness, persons with a developmental disability, or persons with an alcohol or drug dependency living in the community and (ii) has or will have a material adverse financial impact on the private service provider or other entity, the Department of Human Services shall negotiate a contract amendment with the private service provider or other entity to increase the maximum obligation amount or unit price to offset the material adverse financial impact of the new governmental mandate, provided that the private service provider or other entity furnishes substantial evidence to the Department of such material adverse financial impact along with a request to renegotiate based on a new governmental mandate. Provides for an appeal process. Effective July 1, 2007.
Amends the Wildlife Code. Provides that, if a person is currently serving on active-duty in the U.S. Armed Forces or Reserves and has a valid Firearm Owner's Identification Card, or the equivalent from another state, then there is no fee for a hunting license. Requires verification of active-duty service.
Designates the portion of Illinois State Route 122 lying between Delavan and Stanford the Ron W. Gebur Memorial Highway.
Amends the Electric Service Customer Choice and Rate Relief Law of 1997 in the Public Utilities Act. Requires that, within 30 days after the effective date of the amendatory Act, the Commission must submit a formal proposal to the Governor and the General Assembly for creation of a competitive market for residential electric consumers in Illinois that the Commission shall implement within 45 days after submission of the proposal. Effective immediately.
Amends the State Pension Funds Continuing Appropriation Act. Provides for appropriation of $13,000,000 on a continuing annual basis from the General Revenue Fund to the State Comptroller for deposit into the Teacher Health Insurance Security Fund in State fiscal years 2009 through 2011. Effective immediately.
Creates the State Facility Overtime Act. Provides that the Director of the State agency responsible for the operation of specified State facilities (or the Director's designee or agent) may not require an employee to accept work in excess of an agreed upon, predetermined, and regularly scheduled daily work shift, not to exceed 40 hours per week. Provides for: exceptions to the prohibition; posting a summary of the Act and applicable rules; investigation of complaints by the Illinois Department of Labor and disposition of complaints; adoption of administrative rules; construction; and other matters. Effective immediately.
Amends the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the Department of State Police.
For Fiscal Year 2009, appropriates $150,000,000 to the Capital Development Board for school construction grants pursuant to the School Construction Law. Effective July 1, 2008.
Amends the School Code. Provides that any individual, with exceptions, who begins serving as a superintendent in this State on or after July 1, 2008 and has not previously served as a school district superintendent in this State shall participate in a new superintendent mentoring program, established by the State Board of Education, for the duration of his or her first 2 school years as a superintendent. Contains provisions concerning program requirements, who may apply to be a mentor, mentoring training, assignment of a mentor by a provider selected by the State Board, identification of areas for improvement, a survey of progress, an annual report to the State Board, and a verification form. Provides that mentors of certified staff are protected from suit. Effective immediately.
