STATE MONEYS-GOVMT SECURITIES

Amends the Deposit of State Moneys Act. Authorizes investment in repurchase agreements of government securities having the meaning set out in the Government Securities Act of 1986,"as now or hereafter amended or succeeded". Effective immediately.

IDPH-NURSING HOME-PENALTY

Amends the Nursing Home Care Act. Provides that a notice of penalty sent to a facility must contain a detailed computation showing how the amount of the penalty was derived, including the number of days and the number of residents on which the penalty was based. Effective immediately.

CRIM CD-EAVESDROPPING EXEMPT

Amends the Criminal Code of 1961. Provides that the exemption from an eavesdropping violation for recordings made simultaneously with a video recording of an oral conversation between a peace officer, who has identified his or her office, and a person stopped for an investigation of an offense under the Illinois Vehicle Code applies to oral conversations between a uniformed peace officer, who has identified his or her office, and a person in the presence of the peace officer while the officer is performing his or her official duties, or utterances made by the person while an occupant of a police vehicle including, but not limited to, recordings made by in-car video cameras and recordings made in the presence of the peace officer utilizing video or audio systems, or both, authorized by the law enforcement agency (instead of a stop for an investigation of an offense under the Illinois Vehicle Code). Effective immediately.

SCH CD-EARLY CHILDHOOD ED GRNT

Amends the School Code. With respect to the Early Childhood Education Block Grant, provides that not less than 11% (instead of exactly 11%) of the grant shall be used to fund programs for children ages 0-3. Provides that this percentage shall increase to at least 20% by Fiscal Year 2015, except that if, in a given fiscal year, the amount appropriated for the Early Childhood Education Block Grant is insufficient to increase the percentage of the grant to fund programs for children ages 0-3 without reducing the amount of the grant for existing providers of preschool education programs, then the percentage of the grant to fund programs for children ages 0-3 may be held steady instead of increased. Effective July 1, 2009.

TAX RECOVERY-WILL AIRPORT

Amends the State Finance Act and the Property Tax Code. Extends provisions concerning tax recovery for taxing districts because of the lease of land for development of an airport in Will County for an additional 10 years (from December 31, 2010 to December 31, 2020). Effective immediately.
