Amends the Environmental Protection Act. Requires the Pollution Control Board to adopt rules by December 1, 2003 prohibiting the open burning of landscape waste in areas of the State classified as moderate, serious, severe, or extreme non-attainment areas for ozone. Provides that the Board's initial rules shall take effect on or before July 1, 2004. Provides that if a unit of local government has, prior to the effective date of the Board's rules, adopted an ordinance or regulation regarding the open burning of landscape waste, the local ordinance or regulation shall control so long as it remains in effect. Preempts certain home rule powers. Provides that a violation of the provisions regarding the open burning of landscape waste or rules adopted pursuant to those provisions shall be enforceable by administrative citation. Provides civil penalties to be imposed pursuant to the administrative citations. Makes other changes. Effective immediately.

Amends the Alternate Fuels Act. Extends the authority of the Secretary of State to collect annual user fees from people and entities that register specified types of vehicles and increases those user fees. Makes changes concerning appropriations to the Secretary of State for the costs of administering the programs under the Act and how those appropriations are divided between the programs. Effective immediately.
Amends the Illinois Athletic Trainers Practice Act. Changes the definitions of the terms "licensed athletic trainer" and "referral". Provides a definition for the terms "athlete" and "athletic trainer aide". Makes changes in provisions concerning what activities are exempt from the application of the Act, educational and professional requirements, requirements for licensure by endorsement, and grounds for disciplinary action. Adds a licensed athletic trainer to the Athletic Training Board. Removes provisions concerning initial appointments to the Board. Corrects references to registration to reflect that athletic trainers are licensed. Provides that if any portion of the Act is held invalid, the invalidity of that portion shall not affect any other part of the the Act that can be given effect without the invalid portion. Provides that a licensed athletic trainer who provides emergency care without fee shall not be held liable for civil damages unless his or her acts constitute wilful or wanton misconduct. Makes other changes. Effective immediately.
Amends the Illinois Municipal Code. Makes technical changes in a Section concerning the short title.
Amends the Property Tax Code and the Joliet Arsenal Development Authority Act. Provides that all property belonging to the Joliet Arsenal Development Authority is exempt from property taxes.
Amends the Public Utilities Act. Makes a technical change in a Section concerning the application of certain provisions to transactions of common carriers of natural gas and water by pipeline.
Amends the Public Utilities Act. Makes a technical change in a Section concerning delivery services implementation plans.
Amends the Illinois Nuclear Safety Preparedness Act. Defines "highway route controlled quantity of radioactive materials". Provides for charging fees for trucks hauling that quantity of radioactive materials. Adds the development and implementation of a plan for inspecting shipments of highway route controlled quantities of radioactive materials to the list of actions that shall be taken under the Illinois Nuclear Safety Preparedness Program. Effective immediately.
