PRIVATE COLLEGE-RELIGIOUS DEG

Amends the Private College Act and the Academic Degree Act. Provides that a nonprofit institution owned, controlled, and operated and maintained by a bona fide church, religious denomination, or religious organization comprised of multi-denominational members of the same well-recognized religion, lawfully operating as a nonprofit religious corporation pursuant to the Religious Corporation Act, is exempt from the Acts if (i) the education is limited to instruction in the principles of that church, religious denomination, or religious organization or to courses offered for the purpose of training the adherents of that church, religious denomination, or religious organization in the care of the sick in accordance with its religious tenets and (ii) the diploma or degree is limited to evidence of completion of that education and the meritorious recognition upon which any honorary degree is conferred is limited to the principles of that church, religious denomination, or religious organization. Sets forth requirements and prohibitions concerning the awarding of degrees and diplomas by such an institution. Requires the institution to annually file with the Board of Higher Education evidence to demonstrate its status as a nonprofit religious corporation under the Religious Corporation Act. Effective July 1, 2014.

NURS HM-MANAGED CARE RIGHTS

Creates the Nursing Home Residents' Managed Care Rights Act. Contains a short title provision and a provision on findings. Effective immediately.

PEN CD-REFORM STATE SYSTEMS

Amends the Budget Stabilization Act. Provides for transfers from the General Revenue Fund to the Pension Stabilization Fund according to a specified schedule beginning in FY 2016 and continuing until FY 2045 or until the retirement funds have achieved a 100% funding ratio, whichever is earlier. Amends the General Assembly, State Employee, State Universities and Downstate Teacher Articles of the Illinois Pension Code. Changes the manner in which the annual required State contribution is calculated so that the affected systems are 100% funded by 2045. Provides that employee contributions to the retirement systems are increased an additional 1% on July 1, 2013 and 2% on July 1, 2014. Provides that the State is contractually obligated to each retirement plan participant and retiree to provide funding to the retirement systems according to the specified amortization schedule beginning in FY 2016 and continuing until FY 2045 or until the retirement funds have achieved a 100% funding ratio, whichever is earlier, in addition to the annual required State contribution certified by the Board for each fiscal year. Provides that each retirement system has the right to bring a mandamus action against the State to compel the State to make any installment of the annual required State contribution certified by the Board and the transfers required under the Budget Stabilization Act. Further provides that if a retirement system fails to bring a mandamus action against the State to compel the State to make any required installment, then any participant or retiree may bring such a mandamus action. Effective July 1, 2013.

SECURE CHOICE SAVINGS PROGRAM

Creates the Illinois Secure Choice Savings Program Act. Establishes a retirement savings program in the form of an automatic enrollment payroll deduction IRA with the intent of promoting greater retirement savings for private-sector employees in a convenient, low-cost, and portable manner. Creates the Illinois Secure Choice Savings Program Fund consisting of moneys received from enrollees and participating employers. Sets forth the composition of the Board, the Board's duties, and provisions governing risk management, investment firms, and investment options. Provides for employee and employer information packets, as well as program implementation and enrollment. Provides that the State shall have no duty or liability to any party for the payment of any retirement savings benefits accrued by any individual under the Program. Requires annual reports and audits of the Program. Sets forth penalties. Amends the State Finance Act to create the Illinois Secure Choice Savings Program Fund. Effective immediately.

SCH CD-SPEC ED-SOCIAL WORKER

Amends the Children with Disabilities Article of the School Code. In a Section concerning school psychological services, provides that nothing in the Section prohibits school social workers from providing those school psychological services listed for which they are appropriately trained. In a Section concerning school social work services, provides that school social worker services may include providing those school psychological services listed under the Section concerning school psychological services if the person is appropriately trained. Adds references to Professional Educator Licenses in these Sections.

IJJC - JUVENILE EXPUNGMENT

Request that the Illinois Juvenile Justice Commission summarize available information research on the best practices within the State and across the nation with respect to juvenile record confidentiality, law enforcement recordkeeping, and expungement and make recommendations to the Governor and General Assembly regarding effective policy and practice concerning juvenile record confidentiality and expungement.

STATE AGENCIES-AMBASSADORS

Amends the Civil Administrative Code of Illinois to provide that certain State agencies shall designate one or more officials or employees to serve as Department Ambassador. Provides that Department Ambassadors shall serve as a liaison between the Department and the public and shall have certain duties.

HLTH CARE WORKR BACKGRND CHECK

Amends the Health Care Worker Background Check Act. Provides that the prohibition against a health care employer or long-term care facility hiring, employing, or retaining an individual in a position with duties involving direct care for clients, patients, or residents, or duties that involve or may involve contact with long-term care facility residents or access to the living quarters or the financial, medical, or personal records of residents, on account of the individual's conviction of committing or attempting to commit one or more of certain specified offenses shall be for a period of (i) 2 years following the date of conviction in the case of a conviction for a misdemeanor and (ii) 5 years following the date of conviction in the case of a conviction for a felony. Effective immediately.

COMMUNITY EMPLOY OPPORTUNITIES

Creates the Community Employment Opportunities Act. Contains only a short title and purpose. Provides that the purpose of the Act is to remove permanent barriers to employment opportunities for people with criminal records and that the Act seeks to ensure that employers have the flexibility to hire the most qualified applicants for any position judged on an individual basis.
