Amends the Illinois Nuclear Facility Safety Act. Makes a technical change in a Section on legislative findings.

Amends the Prevention of Tobacco Use by Minors and Sale and Distribution of Tobacco Products Act. Defines "electronic cigarette" and "electronic cigarette liquids". Contains provisions limiting the advertising and marketing of electronic cigarettes and electronic cigarette liquids targeted at persons under the age of 18 by manufacturers and retailers of such products. Contains provisions discontinuing and prohibiting the outdoor advertising and transit advertising of electronic cigarettes and electronic cigarette liquids by manufacturers and retailers of such products.

Extends the reporting deadline for the Emergency Responder Roadway Safety Task Force to January 1, 2017.

Amends the State Finance Act. Creates the Emergency Management Fund. Amends the Illinois Vehicle Code. Provides that the Secretary may issue Emergency Management license plates. Provides that the fee for these plates shall be $20 for issuance, of which $5 shall go to the Emergency Management Fund and $15 of which shall go to the Secretary of State Special License Plate Fund, and $20 for renewal, of which $18 shall go to the Emergency Management Fund and $2 of which shall go to the Secretary of State Special License Plate Fund. Provides that money in the Emergency Management Fund shall be paid, subject to appropriation, as grants to the Illinois Emergency Management Agency for the purpose of training and education programs.

Amends the Property Tax Code. In a Section granting a Senior Citizens Assessment Freeze Homestead Exemption, provides that the maximum income limitation is $60,000 for taxable year 2015 and thereafter. Effective immediately.

Amends the State Finance Act. Creates the Little League Fund. Amends the Illinois Vehicle Code. Provides that the Secretary of State may issue Little League Plates. Provides that the cost of initial issuance of these plates shall cost $25 in addition to any other fees, $10 of which will go to the Little League Fund and $15 of which will go to the Secretary of State Special License Plate Fund. Provides that renewal of these plates will cost $25, $23 of which will go to the Little League Fund and $2 of which will go to the Secretary of State Special License Plate Fund. Allows for distribution, subject to appropriation, of money from the Little League Fund as grants to local little league organizations in proportion to their membership size.

Amends the Firearm Owners Identification Card Act. Makes a technical change in a Section concerning a legislative declaration.

Creates the Credit for Prior Learning Act. Requires each public university to submit its policies and procedures for students to earn credit for prior learning to the Board of Higher Education for review and approval and each community college to submit its policies and procedures for students to earn credit for prior learning to the Illinois Community College Board for review and approval. Provides that, at a minimum, these procedures shall include a listing of the types of documentation acceptable and the dates of inclusion for which prior learning is acceptable. Requires the Board of Higher Education and the Illinois Community College Board to adopt rules to permit public higher education institutions to award credit for prior learning after the assessment of prior learning experiences for documented learning that demonstrates achievement of all terminal objectives for a specific course or courses.

Amends the University of Illinois Act, Southern Illinois University Management Act, Chicago State University Law, Eastern Illinois University Law, Governors State University Law, Illinois State University Law, Northeastern Illinois University Law, Northern Illinois University Law, and Western Illinois University Law. Provides that notwithstanding any other provision of law to the contrary, a student who meets the requisite requirements concerning being deemed an Illinois resident for tuition purposes is eligible to apply or receive consideration for any student aid or benefit funded or administered by the State, State agencies, public institutions, or the university, including scholarships, grants, awards, stipends, room and board, tuition waivers, or other financial or in-kind assistance, but excluding Monetary Award Program grants.

Amends the Illinois Municipal Code. Provides that a municipality may adjudicate speeding tickets of 15 miles per hour or less over the posted speed limit in its administrative adjudication system.
