Extends the date that the Private Sewage Disposal Review Commission created by House Resolution 1033 of the 93rd General Assembly must file its report with the Clerk of the House to January 30, 2006.
Amends the Tax Increment Allocation Redevelopment Act of the Illinois Municipal Code. Provides that the redevelopment project in the TIF District created by an ordinance adopted on December 29, 1993 by the City of Ottawa must be completed by December 31 of the 35th year (now, the 23rd year) after the year in which the ordinance was adopted. Effective immediately.
Creates the Illinois Consumer Choice of Benefits Health Insurance Plan Act. Contains only a short title provision.
Amends the Simplified Municipal Telecommunications Tax Act. Makes a technical change in a Section concerning imposition of the tax.
Amends the Illinois Insurance Code. Makes a technical change in the short title of the Health Care Reimbursement Article.
Amends the Illinois Insurance Code. Provides that the Illinois Insurance Guaranty Fund is entitled to the same rights and obligations under a large deductible policy as the insolvent insurer.
Amends the Property Tax Code and the School Code. Provides that if the utility costs in any given fiscal year of a school district other than the Chicago school district are estimated to exceed by at least 20% the average annual utility costs for the 3 preceding fiscal years, the school board may levy an energy tax sufficient to produce, when extended, the amount by which the district's estimated utility costs for the fiscal year exceed 120% of the average annual utility costs for the 3 preceding fiscal years. Excludes extensions made pursuant to these provisions from the definition of aggregate extension under the Property Tax Extension Limitation Law.
