Amends the Health Maintenance Organization Act. Requires evidences of coverage to contain a clear and complete statement of deductibles. Provides that HMOs may establish annual deductibles not to exceed certain amounts. Provides that co-payments may not exceed 50% of the usual and customary fee charged to the HMO for the service and provides that deductibles are not subject to this limitation. Makes other changes. Effective immediately.

Amends the Liquor Control Act of 1934. Allows distributors, importing distributors, and manufacturers and their representatives to be present during inspection of alcoholic liquors, accompanying invoices, bills of lading, and receiving tickets. Effective immediately.
Amends the Illinois Controlled Substances Act. Provides that the penalties for the illegal manufacture, delivery, possession with intent to manufacture or deliver, or possession of heroin may also be calculated on the amount of objects or segregated parts of objects containing heroin. Also provides that the penalties for the unlawful manufacture, delivery, and possession of heroin may also be based upon the number of objects intended to be segregated or derived from an object or objects. Amends the Unified Code of Corrections. Requires that a sentence of imprisonment be imposed for a second or subsequent violation relating to the unlawful manufacture, delivery, possession with intent to manufacture or deliver, or possession of an amount of 5 or more objects or 5 or more segregated parts of an object or objects containing in them or having upon them any amounts of any substance containing heroin, or an analog thereof.
Amends the Illinois Insurance Code. Makes a technical change in a Section concerning coverage for adjunctive services in dental care.
Creates the Energy Infrastructure Authority Act. Establishes the Illinois Energy Infrastructure Authority for the purpose of (i) planning, financing, constructing, developing, acquiring, maintaining, and operating electric transmission facilities and (ii) financing certain energy-related projects not owned by the Authority. Sets forth requirements for the creation and operation of the Board of Directors of the Authority. Sets forth the powers of the Authority. Provides that the Authority may not compete with private persons concerning electric transmission facilities. Authorizes the Authority to issue revenue bonds in connection with both Authority-owned and privately-owned facilities and projects and sets forth requirements for those bonds. Effective July 1, 2005.
Amends the Truth in Taxation Law in the Property Tax Code. Deletes a provision that from January 1, 2000 through December 31, 2002, the term "taxing district" does not include taxing districts that have territory in Cook County. Deletes provisions excluding election costs from estimated or extended property tax levies. Makes other changes.
Amends the Tax Increment Allocation Redevelopment Act in the Illinois Municipal Code. Makes a technical change in a Section concerning the short title.
