DESIGN-BUILD-NO REPEAL

HIGHER ED-ENERGY CONSERVATION

Amends the Public University Energy Conservation Act. Provides that "energy conservation measure" includes construction of a new building or facility that is designed to reduce energy consumption or operating costs.

VEH CD-EMISSION INSPECT-REGIST

Amends the Vehicle Emissions Inspection Law in the Illinois Vehicle Code. Provides that a vehicle shall be inspected, and must be found to be in compliance with the Law, at a time outside of its normal 2-year inspection schedule under the Law, if the vehicle is newly registered in an affected county. Provides that, except in specified circumstances, the Secretary of State may, under the Law, allow the issuance of a new vehicle registration for any vehicle or allow the transfer of an existing vehicle registration to a subject vehicle. Further provides, however, that if the Environmental Protection Agency determines that a vehicle was not in compliance with the Law at the time of the issuance or renewal of its registration, the Secretary shall suspend the registration of the vehicle within 60 days of receiving notice of that noncompliance. Effective immediately.

VETERANS SERVICE ORGANIZATIONS

Amends the Department of Veterans Affairs Act. Authorizes the Department to make monthly (now, annual) payments to veterans service organizations from the Veterans Service Organization Reimbursement Fund. Requires the organizations to submit documentation to the Department monthly (now, annually) for the payments. Authorizes the Department to transfer up to $1,000,000 appropriated from the Veterans Service Organization Reimbursement Fund to the Illinois Veterans Assistance Fund for grants to veterans service organizations.

INTERSTATE INS REG COMPACT

Creates the Interstate Insurance Product Regulation Compact. Provides for the promotion and protection of the interests of consumers of individual and group annuity, life insurance, disability income, and long-term care insurance products. Creates the Interstate Insurance Product Regulation Commission to develop uniform standards for insurance products covered under the Compact, to establish a central clearing house to receive and provide prompt review of insurance products covered under the Compact, to provide appropriate regulatory approval, and to improve coordination of regulatory resources and expertise between state insurance departments. Effective immediately.

SCH CD-SCH SERV PERSONNEL CERT

Amends the School Code. Provides that upon completion of at least 80 hours of continuing professional development approved by the State Board of Education, a person who holds a valid school service personnel certificate shall have his or her certificate renewed for a period of 5 years. Provides that a person who holds an active State license or has national certification shall be deemed to have satisfied the continuing professional development requirements established by the State Board of Education and the State Teacher Certification Board to renew a school service personnel certificate. Effective July 1, 2007.

PROP TX-TAX SALES

Amends the Property Tax Code. Prohibits any person who has been contracted by a county to conduct the annual tax sale by automated means from acting as a trustee or other fiduciary for or on behalf of the county with respect to any forfeited property. Effective immediately.
