Resolves that the Auditor General is directed to follow up on the status of findings and recommendations from audits, evaluations, and reviews of the Illinois Medicaid program and expenditures that have been conducted by State and federal agencies since 2005.

Amends the State Employees Group Insurance Act of 1971, the Illinois Insurance Code, and the Health Maintenance Organization Act. Provides that a policy or plan that provides coverage for hospital or medical treatment on an expense-incurred basis, may offer wellness coverage that allows for a reward, a health spending account contribution, a reduction in premiums or reduced medical, prescription drug or equipment copayments, coinsurance, or deductibles, or a combination of these incentives. Provides that "wellness coverage" means health care coverage with the primary purpose to engage and motivate the insured or enrollee through: incentives; provision of health education, counseling, and self-management skills; identification of modifiable health risks; and other activities to influence health behavior changes. Provides that the insured or enrollee may be required to provide evidence of participation in a program, or demonstrative compliance with treatment recommendations as determined by the health insurer or managed care plan. Sets forth requirements concerning (1) opportunities for participants to qualify for incentives, (2) alternatives for participants to satisfy applicable wellness program standards where it is unreasonably difficult due to the participant's medical condition, and (3) the ratio of the total incentive monetary amount to the cost of employee-only coverage. Imposes conditions on any rulemaking authority. Makes other changes. Effective January 1, 2010.
Amends the Illinois Vehicle Code. Provides that notwithstanding any other provision of law, a provision, clause, covenant, or agreement contained in, collateral to, or affecting a motor carrier transportation contract that purports to indemnify, defend or hold harmless, or has the effect of indemnifying, defending or holding harmless, the promisee from or against any liability for loss or damage resulting from the negligence or intentional acts or omissions of the promisee is against the public policy of this State and is void and unenforceable. Defines "motor carrier transportation contract" and "promisee". Effective immediately.
Amends the Department of Veterans Affairs Act and the Nursing Home Care Act. Provides that if there is a conflict between the provisions of the Department of Veterans Affairs Act and the provisions of the Nursing Home Care Act concerning an Illinois Veterans Home operated by the Illinois Department of Veterans' Affairs, then the provisions of the Department of Veterans Affairs Act shall apply. Provides that an Illinois Veterans Home licensed under the Nursing Home Care Act and operated by the Illinois Department of Veterans' Affairs is exempt from certain provisions of the Nursing Home Care Act, including provisions concerning license fees, licensing by municipalities, facility plan review, annual financial statements, violations and penalties, and actions by residents for injunctive and declaratory relief. Provides that such a Home is also exempt from provisions of the Nursing Home Care Act concerning standards for facilities, so long as the Home meets the standards for similar provisions required or regulated by the United States Department of Veterans Affairs. Effective immediately.
Amends the State Employees Group Insurance Act of 1971. Changes the maximum age of a dependent who is an unmarried child from 23 years old to 24 years old. Adds an unmarried child age 19 to 24 on a medical leave of absence to the definition of a dependent.
Amends the Environmental Protection Act. Requires the Environmental Protection Agency to evaluate the release of contaminants if it determines that the extent of soil, soil gas, or groundwater contamination may extend beyond the boundary of the site where the release occurred (now, only if "soil or groundwater contamination may extend beyond the boundary of the site where the release occurred"). Requires the Environmental Protection Agency to notify the owner of the contaminated property if soil contamination beyond the boundary of the site where the release occurred, soil gas contamination beyond the boundary of the site where the release occurred, or both pose a threat of exposure to the public above the appropriate Tier 1 remediation objectives (now, the owner of the contaminated property must be contacted only about "soil contamination beyond the boundary of the site where the release occurred"). Defines "soil gas". Effective immediately.
