IMPORTING DISTRIBUTOR-WAIVER

Amends the Liquor Control Act of 1934. Provides that the Department of Revenue may grant waivers from the requirement that importing distributors to keep records at their licensed address or place of business, and permit importing distributors to keep those records at a central business location within the State. Effective immediately.

U OF I PRAIRIE RESEARCH INST

Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois, the Hazardous Waste Technology Exchange Service Act, the Green Governments Illinois Act, the University of Illinois Exercise of Functions and Duties Law of the Civil Administrative Code of Illinois, the University of Illinois Scientific Surveys Act, the Toxic Pollution Prevention Act, the Illinois Low-Level Radioactive Waste Management Act, and the Wildlife Code. Changes references from the Waste Management and Research Center to the Illinois Sustainable Technology Center. Makes changes concerning the Green Governments Coordinating Council and references to the Illinois Natural History Survey, the Illinois State Water Survey, and the Illinois State Geological Survey. Makes changes with respect to the Prairie Research Institute, including providing that the Institute shall contain the Illinois State Archaeological Survey and changing the powers and duties of the Board of Trustees of the University of Illinois and the Scientific Surveys. Repeals a Section of the State Finance Act in relation to certain revenues deposited into the University of Illinois Income Fund and appropriations from the Natural Resources Information Fund. Makes technical changes. Effective immediately.

FINANCE-AUDIT EXPENSE TRANSFER

Amends the State Finance Act. Provides that the State Comptroller shall order transferred and the State Treasurer shall transfer from certain funds moneys in certain amounts for deposit into the Audit Expense Fund. Effective immediately.

Amends the Unemployment Insurance Act. Provides that paper or electronic return receipts issued by the United States Postal Service constitute proof of service.

INS CD-SEPARATE ACCOUNTS

Amends the Illinois Insurance Code in the provision concerning factors to which domestic companies are subject with regard to establishing one or more separate accounts and allocating thereto amounts to provide for life, annuity, or accident and health insurance. Provides that the assets of any separate account equal to the reserves and other contract liabilities with respect to the account may not be charged with liabilities arising out of any other business the company may conduct, unless the separate account is subject to guarantees (now, any other business the company may conduct). Effective immediately.

PRIVATE DETECTIVES-SUNSET

Amends the Regulatory Sunset Act. Extends the repeal of the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004 from January 1, 2014 to January 1, 2024. Amends the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004. Makes changes to provisions concerning definitions, legislative intent, issuance of license, unlawful acts, exemptions, qualifications for licensure under the Act, training for private security contractors and employees, uniforms, consumer protection, inspection of facilities, renewal of licenses, employee requirements, employment requirements, requirement for a firearm control card and training, armed proprietary security forces, injunctive relief, discipline, submission to physical or mental examination, complaints, investigations, and hearings, suspension of licenses, restoration of licenses, unlicensed practice, the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Board, powers and duties of the Department of Financial and Professional Regulation, and confidentiality. Effective immediately.

LIQUOR CONTROL-3-TIER SYSTEM

Amends the Liquor Control Act of 1934. Provides that no person licensed as a manufacturer of beer by any licensing authority, or any partnership, corporation, subsidiary, limited liability company, trust, agent, affiliate, or other form of business enterprise thereof, shall have any interest, directly or indirectly, in a holder of a distributor's license or importing distributor's license. Provides that the Illinois Liquor Control Commission shall notify all persons licensed by the State Commission as a manufacturer of beer, brewer, or non-resident dealer of the required written disclosures prescribed by the Commission. Provides a process for revocation of licenses for violation of these provisions. Defines "person" for the purposes of the Act. Effective immediately.

LIQUOR - RENEWAL NOTIFICATION

Amends the Liquor Control Act of 1934. Provides that beginning on January 1, 2012, the State Commission shall send, through electronic mail, all licensees a reminder of the date each State license expires. Provides that the State Commission shall notify each licensee through electronic mail 30 days prior to the expiration date of his or her license. Provides that the State Commission is not required to comply with this notification requirement if the licensee does not provide the State Commission his or her electronic mail address. Effective immediately.

NOTICE-PUBLICATION-WEBSITE

Amends the Notice By Publication Act. Provides that notwithstanding any other law, if a statute requires a unit of local government or school district to publish a public notice in a newspaper then, at its discretion, the unit of local government or school district may satisfy that requirement by publishing the public notice on its own website, accessible to the general public, for the same time periods applicable to the newspaper publication. Provides that if a public notice is published on a website in this manner, then the unit of local government or school district must publish a notification of the website publication in a newspaper which states the website notice is available, the accurate website address of the unit of local government or school district, and a location where print versions of the item published are available. Provides that a unit of local government or school district must maintain accurate records of the content and duration of each website publication for public inspection. Provides that a public notice published on a website is not invalidated if the website becomes temporarily unavailable due to technical reasons provided that the public notice is available to the general public for at least 75% of the time that the public notice is required to be available. Defines terms. Effective immediately.
